Guidance Regarding Personal Accounts When Authorizing Services
Attention: County Board SSAs and Medicaid Managers
As County Boards of Developmental Disabilities are asked to authorize HCBS services such as transportation and Participant Directed Goods and Services, it is appropriate to see what resources are available to meet these needs prior to authorizing an HCBS service. This includes looking at other payor options and community resources first and then may also include looking at available funds an individual has on hand after all daily living expenses have been covered. However, this would generally not include the use of Stable fund accounts/assets.

STABLE Accounts are not checking or savings accounts, but rather investment accounts intended to allow individuals with disabilities “to save and invest money without losing eligibility for certain public benefits programs.” STABLE Accounts are designed to “provide financial independence and empowerment for individuals with disabilities by dramatically increasing the ability to save and invest.” Considering the funds in STABLE Accounts as either income or an asset for the purposes of calculating the amount of transportation an individual could afford contradicts the purpose of the program.  

Requiring individuals to use these funds for transportation expenses contradicts the intent of the STABLE Account program and special needs trusts.   
DODD Announces Re-Posting of RFP for Latino Family Outreach
Attention: Family Organizations
DODD is seeking proposals from qualified contractors to expand community outreach to families with loved ones who have developmental disabilities and whose primary language is Spanish.

Connecting families with Ohio’s services includes the development of culturally and linguistically appropriate resources, general system navigation and one-on-one support, and fostering connections to build community. 
 
The inquiry period began on February 14 and concludes on March 22. 
 
Proposals are due on March 29 at 2 PM.

July 2024 Waiver Rate Increase
Attention: All Providers, County Boards, Business Managers, CEOs, COG Directors
DODD updated the Medicaid Services System (MSS) to include the new waiver rates that go into effect on July 1, 2024.
 
DODD will also be running another automated rate change in May 2024. Additional memos about when the consent will open in MSS will be coming in April.

Outcome Tracking System Reporting Period 2023
Attention: Adult Day and Employment Providers, County Boards, DCs, ICFs
The 2023 Reporting Period for the Outcome Tracking System (OTS) ends on March 31, 2024.
 
If you have not already done so, please Assign your Unassigned Questionnaires (ICFs and CBs only) and complete your Questionnaires. Please note, that there is the possibility for citations this Reporting Period for those employment providers and county boards.

Outcome Tracking System

Benefits and Working Webinar
Attention: Providers, People with Lived Experience, Families, County Boards, ICFs
On February 28 from 2 PM – 3:30 PM, an Ohio Disabilities 101 (DB101) webinar will introduce attendees to the OH DB101 website and will share tips for navigation. DB101 reduces the myths that are barriers to employment by providing the information to help enable people with disabilities to make informed career planning, benefits, health coverage, employment, and wealth-building decisions.

OhioISP Team Holding Regional Gatherings

Gatherings are intended for qualified intellectual disabilities professionals (QIDPs) and service and support administrators (SSAs) to come together to discuss person-centered planning and the OhioISP. Please bring your scenarios and the OhioISP team members will help facilitate group discussions to get you the answers you’re looking for. Lastly, please feel free to bring additional questions, suggestions for training, and ideas for upcoming gatherings.

2024 Eclipse: Training Sessions
