BRAMMER EMPLOYEES SPREAD CHRISTMAS CHEER AT VOA LIGHTHOUSE



Brammer Engineering recently hosted its fourth annual Christmas party for the children at the Volunteers of America Downtown Lighthouse in Shreveport. The room was filled with a variety of Christmas themed games and every kid had a goody bag filled with prizes by the end of the afternoon! The students also enjoyed a visit from Santa, taking pictures at the photo booth, choosing their toppings at the hot chocolate bar, and snacking on some very festive Christmas treats. Special thanks to our party planners for going above and beyond to create such a fantastic event that is as much fun for the Brammer volunteers as it is for the kids! We also appreciate the VOA Lighthouse welcoming us back year after year. It was a pleasure to share some Christmas spirit and to see the joy on the children's faces. Click  here  for a slideshow! 



TABLE TOP DRILLS
If your company operates any production facilities on the waters of the United States, then your company must have a Facility Response Plan (FRP). An FRP outlines the responsibilities of the operator, the operator's chosen emergency response vendors and the communication protocol in the event of a reportable spill or release of liquid hydrocarbons. Within this FRP, you will find the required annual Table Top Drill exercise. These Table Top Drills provide a scenario in which a spill or release has occurred and oil has made its way into the surrounding water.   The purpose of this exercise is to familiarize your company personnel with their duties in the event of an over the water spill; it serves as a practice exercise for the response team.

Don't let this process become just another checklist item. Take this opportunity to have a conversation between departments outside of the day to day tasks. OFFICE OF MINERAL RESOURCES APPROVES NEW STATE LEASE FORM
The Office of Mineral Resources announced that the State Mineral and Energy Board approved a new State Lease Form at the October 9, 2019 Board Meeting.  The new Lease Form will apply to all leases awarded beginning with the December 2019 Lease Sale. The proposed New Lease Form included changes to Articles 4, 6, 8, 11, 13, 15 and 19. Additionally, the Royalty Reduction Program (RRP) that was passed by the Board at its July 10, 2019 meeting, will be effective beginning with the leases granted at the December 2019 Lease Sale. By Resolution #19-07-007 the RRP will take effect on the effective date of the initial lease issued and approved by the Board and will remain in effect for two (2) years following that date. The RRP, directs the Office of Mineral Resources to temporarily reduce the royalty rate by 5.5%, but in no case lower than 18.5%, on a Lease where the production from the leased premises or lands pooled or unitized therewith is established pursuant to the terms of the lease and brought on line and sales commenced within 24 months of the effective date of the first lease granted at the December 2019 Lease sale. The reduced royalty rate shall be for a term not to exceed the first thirty-six months from the first sales of production. According to the Resolution, there will be only one three-year period per lease and a new or different period will not begin to run with the commencement of production from subsequent wells. However, for the first three-year period, the reduced royalty applies to all production associated with that State Lease, regardless of when said production comes on line or whether said production is obtained from an initial well or any subsequent wells.   Lessee must make a written request to the Office of Mineral Resources within 90 days of commencement of production to obtain the RRP. Once approved, the royalty rates shall be effective beginning with the first payment of royalty, which will be due within 120 days following commencement of production. GRATITUDE 2019
Dear Friends....
 
2019 has been a wonderful year for Brammer Engineering. How quickly our golden anniversary year was in our rearview mirror and our 51st year, not exactly a bellwether anniversary, was front and center. However, we're ever so grateful for the present and always looking to the future.
 
Speaking of the future, now we find ourselves on the verge of another election year. I'm sure that most of us will, if we're not already, grow tired of the political commercials, the town hall meetings, the debates, the name calling, the endless rhetoric and everything else that defines an election year.
 
One theme that seems to permeate the political rhetoric is "more for less". Medicare for all, wealth taxes, tax payer benefits for illegal aliens, etc. The "too good to be true" approach is prevalent in this national election cycle.
 
Well the "too good to be true" reality is alive and well in the domestic oil and gas business! The advent of the shale era, starting in the 1990s with Mitchell's Barnette Shale program and really hitting its stride with Chesapeake and the Haynesville Shale 10-12 years ago has turned the domestic energy business on its ear. 
 
Horizontal drilling and hydraulic fracturing have ballooned reserves and domestic production to levels that were thought to be unattainable back in the conventional "peak oil" era. Even falling commodity prices created by this technology driven monster haven't curtailed overall reserve and production expansion. Our free market economy driven industry has provided the engine to drive finding and development costs down and reserves and production up yielding abundant and cheap energy for all Americans. Now that's really "more for less"!
 
I think the moral of this story is one that we already know; big government can't fix our problems nearly as quickly or efficiently as American ingenuity. Thank goodness our domestic oil and gas industry is in the hands of the PEOPLE! We are very grateful to be a very small part of this wonderful team of resourceful folks.
