April 2026 News & Updates

Dear Missouri NASW members

The NASW Missouri 2026 annual conference has now been completed. It was a wonderful opportunity for learning, sharing, and networking! The sessions I attended had outstanding presenters who facilitated great discussions among participants. Every time I attend an annual conference I come away with such admiration for the work of our social workers! Aside from the workshop sessions, our lobbyist Jessica Petrie-Thelemaque gave a comprehensive and passionate update on the Missouri Legislature. I want to thank our Professional Development Coordinator, Jennifer Engleby for all her work coordinating and implementing conference details, and our board members and other volunteers who helped introduce our speakers at the workshops.

Sincerely,

Marc Herstand, MSW, CISW

Message From The State Committee for Social Work

Calling all Supervisors

Are you a licensed clinical social worker who has so kindly decided to give back to those wishing to enter the profession and agreed to provide supervision to a LMSW?

As we all know, supervision is an important component of obtaining licensure as a clinical social worker. Supervision allows individuals to work in real-world situations while providing clinical services under the direct supervision of a licensed clinical social worker. As the supervisor, the supervisee looks to you for best practices, guidance, and ensuring compliance with state laws and regulations.

One of the issues often addressed by the committee is supervisors not knowing or understanding their responsibilities of a supervisor as it relates to documents that are required to be submitted to the committee.

Before we get into specifics, let's first clarify what the term “setting” means. “Setting” refers to the place of employment (there could be more than one) at which the supervisee will be providing clinical services. It does not refer to “face to face”, “ZOOM”, “part-time”, or “full-time”, etc.

Legislative Updates

NASW-MO Priority Bills

In Jessica Petrie Thelemaque's presentation, she gave an update on our three priority areas.

1) Reducing the number of years needed to be a Clinical Supervisor from five to three years.

2) Tremendously easing prior authorization requirements for mental health professionals.

3) Prohibiting Artificial Intelligence models from advertising that they can provide psychotherapy, including diagnosis and treatment.

All of the bills are making progress in the State Legislature but have not passed yet. If you have not already done so, please email or call your State Senator and ask him/her to support these bills.

More information on these bills can be found by reading this document.

Share Your Thoughts on ASWB Exam Alternatives

Currently, BSW and MSW graduates who are seeking Missouri licensure must take the ASWB national exam. That exam has been documented to have significant racial, language, and age disparities in pass rates. These disparities persist during a social work shortage across Missouri.

One alternative would be to allow graduates to take an open-book state jurisprudence exam, which would test people’s knowledge of Missouri laws and rules impacting the social work profession. Exam takers could look up the answers to the questions while they are taking the exam.

2026 ELECTION FACT SHEETS

NASW Missouri PACE has developed three Fact Sheets to date on the 2026 elections.

The first Fact Sheet covers voting information; the second Fact Sheet covers constitutional amendment 3 regarding reproductive healthcare; and the third Fact Sheet covers constitutional amendment 4, which would change the processes for citizen-led constitutional amendment initiatives.
