Message from the CAEP Office Regarding COVID-19 and Its Impact on Adult Education

As we navigate the current developments of the COVID-19, the CAEP Office understands the public health crisis is affecting the adult education system. The CAEP Office worked this weekend to compile emergency related information and resources into this special edition newsletter.

Please note that CAEP funding is needs based, and we do not fund based on seat time or performance outcomes. Also, the Governor announced this week suspension of the Brown Act. For more details on how that effects your upcoming consortium public meetings to approve CFADs and allocation decisions, click here . The CAEP Office will keep you updated on any late breaking decisions and information that may impact the CAEP.

Online Options for Adult Education
The CAEP Office, in collaboration with adult education programs across the State, have compiled a snapshot of online tools and courses adult schools and colleges are using to serve adult education students. This is just a starter list - we are sure there are more innovative methods out there.

  • LAUSD DACE has a wonderful site that lists all their online courses.


  • Adult education agencies can also access the OTAN home page for additional online strategies and options.

  • On Friday, the CAEP Office gathered system wide information and resources to assist your program in moving to an online platform, if needed.
Please keep in mind offering online courses is an allowable option for the CAEP – just make sure it’s one of the seven CAEP program areas, the students are 18 and over, the curriculum has been approved, and the CAEP funding for online courses is in your plan and budget approved by the consortium.

CDE Letter and Online Survey

The CDE has issued a memo regarding helpful resources via the OTAN website under the COVID-19 Field Support button. These resources include distance and on-line learning for students, professional development for instructors to teach in a distance or on-line learning format, and information for collecting distance learning hours in CASAS TOPSpro Enterprise.

The National Reporting System (NRS) does not allow for remote testing. Therefore, WIOA II grantees may not do any CASAS testing remotely. Agencies will have to test students upon the reopening of classes. In an effort to gain a better understanding of the statewide actions taking place, the CDE has developed a short Emergency Situation Impact Survey. Please take a few minutes to complete the survey.

The Chancellor’s Office continues to support colleges as they work to protect students, staff, faculty and administrators. Please visit the Chancellor’s Office COVID-19 webpage for a comprehensive list of resources, answers to frequently asked questions and collateral materials. In addition, this webpage lists the most current memos to provide guidance on how to request an Emergency Distance Education Blanket Addendum ,   emergency planning for instructional interruptions , and attendance accounting implications and approved exceptions .
 
CCAE Launches New Resource Center Link


CCAE launched its new COVID-19 Resource Center full of valuable, timely information to help keep members "in the know" of the fast-moving Coronavirus developments impacting K–12 Adult Education.
Hanover Report Online Programming
Hanover Research conducted ten (10) in-depth interviews with administrators in small institutions involved in online program implementation. This report is intended to support institutions in developing strategies for creating online learning opportunities.
