Trump Signs Small-Business Capital Bill Into Law

President Donald Trump recently signed into law legislation introduced by U.S. Rep. Dan Meuser (R-PA) that increases the capital available to small businesses. “This legislation will drive further investment into the hands of small businesses in crucial sectors of the economy and areas that are often overlooked without any additional burden on American taxpayers," Meuser said. "I’m pleased that we’ve secured this important bipartisan victory for America’s small business owners, and I’m grateful to my colleagues and President Trump for helping us invest in the communities that need it most.” The Investing in All of America Act increases the capital available through Small Business Investment Companies (SBICs). The companies raise private capital that is matched by the Small Business Administration. The law restores an inflation adjustment for SBIC leverage limits and allows investments in rural and low-income areas, manufacturing, and critical technologies to be excluded from SBIC’s leverage cap. In the United States, 99 percent of manufacturers are classified as small businesses. The act passed both chambers of Congress unanimously.

New Data Show Where PA Will Face Biggest Worker Shortages

Pennsylvania will face an acute shortage of educators and healthcare workers across all regions of the commonwealth in the next decade, according to credential gap data newly published by the state. The information appears in a dashboard rolled out May 20 by the Pennsylvania State Board of Higher Education to increase transparency around the commonwealth’s postsecondary education pipeline and workforce needs. “By providing a one-stop shop for this information, the board is for the first time providing the kind of concrete, common-sense information we need to celebrate our contributions and further support our colleges and universities as engines of economic prosperity,” Cynthia Shapira, who chairs the state board, said in a prepared statement. The dashboard presents information on student enrollment trends, the cost of higher education, graduation rates and workforce demand. The data suggests the Keystone State will be short by more than 39,000 credentialed healthcare and human services employees in 10 years, according to the estimates.

We are gearing up for the 2026 Golf Tournament on Wednesday, June 17, 2026, and we’re inviting our members to help make the event even more memorable for our golfers.
We are currently seeking promotional swag items, giveaways, coupons, gift certificates, and branded merchandise to include in our golfer gift bags. This is a great opportunity to showcase your business directly to tournament participants while supporting one of our community’s premier networking events.
We will need 84 items to ensure every golfer receives a gift bag item.
Popular swag ideas include:
- Pens, koozies, tumblers, towels, or golf accessories
- Coupons or promotional vouchers
- Gift cards or certificates
- Snacks, beverages, or small branded items
- Company promotional materials or giveaways
If donating enough items for every golfer isn’t possible, businesses are also welcome to contribute a door prize item instead. Door prizes are a great way to gain visibility during the tournament while helping add excitement to the event.

Results in the research study by The Shapiro Group, Inc. and Market Street indicate the impact of local chamber membership on small businesses is very powerful. If a consumer knows a small business is a member of its local chamber, the business enjoys a 44 percent increase in its consumer favorability rating, a 51 percent increase in consumer awareness, a 57 percent increase in its local reputation and a 63 percent increase in the likelihood that consumers will patronize the business in the future.
Research indicates that chamber membership stimulates business-to-business commerce in the local community. Other businesses in town are more likely to do business with you and your company if you are a member of the local chamber. Because a major part of a small business typically comes from business-to-business services, it is essential to maintain a positive standing within the local business community.
