Methodological Expert Panel Recommends Draft Non-Permanence and Reversals Standard

The Article 6.4 Methodological Expert Panel (MEP) held their eighth meeting in Bonn on 1-5 September 2025 and discussed key methodological documents to support effective implementation of the Paris Agreement Crediting Mechanism.

 

The MEP agreed to recommend the following standard and tool for consideration by the Article 6.4 Supervisory Body:

  • Draft Tool: Common practice analysis
  • Draft Standard: Addressing non-permanence and reversals

 

Recommendations from the MEP will be considered by the Article 6.4 Supervisory Body at its upcoming meeting 6-10 October 2025.

 

The MEP also agreed to seek input from stakeholders on the following draft methodology and methodological tools:

  • Draft Methodology: Flaring or use of landfill gas
  • Draft Tool: Emissions from solid waste disposal sites
  • Draft Tool: Project emissions from flaring
  • Draft Tool: Mass flow of a greenhouse gas in a gaseous stream
  • Draft Tool: Investment Analysis


Input received will be considered by the MEP at its next meeting on 13 and 14 October. The calls for input will be launched this week on the calls for input web page and will be live for three weeks.

Appeal and Grievance Experts Selected

The selection of experts for the Article 6.4 Appeal and Grievance roster has been completed following an open call earlier this year. The secretariat will establish an appeal or grievance panel in each case, by appointing three experts from the roster, including one of them as the chair of the panel.



This marks an important milestone in operationalizing the Appeal and Grievance Procedure, which was adopted in May 2024.


The panel will be responsible for reviewing appeals and grievances submitted under the mechanism, thereby helping uphold human rights and ensuring fairness, transparency and accountability in decision-making.

Interim Mechanism Registry Guide Published

A new user guide and related forms have been published for the Article 6.4 Interim Mechanism Registry (IMR).


The IMR, launched at the end of 2024, was developed to provide a temporary but functional solution while the final mechanism registry for the Paris Agreement Crediting Mechanism is being designed and implemented. The newly published guide and forms are key to enabling its effective use.


The IMR plays an important role in accelerating the operationalization of the Paris Agreement Crediting Mechanism, providing the infrastructure necessary to facilitate the first transactions under the mechanism. It also enables the transfer of certified emission reductions (CERs) from the Clean Development Mechanism (CDM) registry to the Article 6.4 mechanism.


The IMR will remain in place until the final registry becomes operational, ensuring continuity and readiness for countries and authorized entities wishing to participate in the mechanism.


The user guide and forms, and will support countries and stakeholders in engaging with the IMR effectively.


Article 6 Explainer Series:
Host Party Participation Requirements

A new Article 6 Explainer Series is launching to provide clear and practical guidance on the processes underpinning Article 6 cooperative mechanisms. 



This first explainer offers a structured walk-through of the steps for completing the Host Party Participation Requirements form under the Paris Agreement Crediting Mechanism. It covers:


  • Stakeholder responsibilities
  • Host country contributions to sustainable development
  • The type of activities aligned with country NDCs or LT-LEDs
  • Methodological considerations and exemptions within the mechanism

 

Further explainers in the series are expected in the coming months and will be available on the UN Climate Change website.
