As we enter the last months of 2018 and the final weeks of  
Hurricane Season I feel incredible relief that our community has been  
spared the devastation, loss and hardships faced by other communities  
due to natural disasters and man-made dangers this past year.
 
As we begin the holiday season I wish all a safe and happy time with
family and friends and a peaceful, productive 2019.

NE MAC - INCORPORATION ISSUE CONCLUDED 

For over 20 years, the Unincorporated Municipal Service Area (UMSA) of NE Dade County was engaged in dialogue, meetings, studies and proposals regarding annexation and incorporation. Procedurally, taking measures to bring this issue to conclusion, a study was performed by an independent firm and by members of the NE Dade Municipal Advisory Committee (NE MAC) that found creating a city would be financially feasible.  The Miami-Dade County Planning Advisory Board (PAB) voted to send these findings to the Miami-Dade Board of County Commissioners (BCC), and the BCC supported allowing the residents in the affected area to vote. 
 
After several months of community meetings and disseminating facts, those who were eligible and chose to vote, did, and voted to remain unincorporated, on November 6, 2018.
 
When the PAB voted to send the incorporation item to the County Commission, that action concluded the NE MAC existence.  The vote by the County Commission and the subsequent resident vote on November 6th,  concluded the issue of incorporation in the NE Dade area.
 
It is NOT my intention to recreate a MAC in the area.  I am respecting the people's will to remain unincorporated and am pleased to continue to represent the residents and businesses in this area as your County Commissioner for District 4.
 

Commissioner Heyman Sponsors Annual Spay and Neuter Event  
 
In an effort to continue her commitment to control the overpopulation of cats in Miami-Dade County, Commissioner Heyman has once again sponsored a free spay/neuter event in District 4. The most recent event was held in cooperation with the Village of Bal Harbour and Miami-Dade Animal Services. 
 
This event was open to all Miami-Dade County residents and to those working on the trap and release program to facilitate the reduction of feral cats.
 
Commissioner Heyman will be sponsoring a free dog neuter event in District 4 after the first of the year.  







Skate Park and Pump Track at Haulover Beach Park Now Open
 
 
After several years of working with our municipal partners, we now have a 7,500 square-foot hybrid skate park and pump track at Haulover Beach Park, 10801 Collins Avenue.  This skate park and pump track was developed and funded in collaboration with the following municipalities:  Sunny Isles Beach, Surfside, Bal Harbour, Bay Harbor Islands and Miami Beach. 
 
This new addition combines a separate skate plaza and bicycle pump track, providing a place for people of all ages to enjoy free-wheeling fun on their skateboard and bike. 
 
"I'm excited and pleased to see an idea be brought to reality with great partners and community collaboration," said Commissioner Heyman.  "Adding skateboard and bicycle activity to this great park will attract more people to come and enjoy our park."
 
The Skate Park is open during park hours, seven days a week, sunrise to sunset and helmets are required.  The new fee-free  skate park and pump track is located adjacent to the Haulover dog park.  There is a fee for parking vehicles.

Miami-Dade County Government and Miami-Dade County Public School System signed a MOU providing a police officer in every public school. It is a moral and legal responsibility we have to protect our children. It is a sad statement of our society that an armed police presence in our schools are necessary.





District 4 participated in the annual JCS Milk and Honey Event to make sure Jewish elders in need get a great start to the New Year with a packaged bag of food. It was great to see friends coming out for a good cause. 

 

 

At SPCA ranch in Miami-Dade recognizing donors Al Eskanazy, Greg DiMaria and Shareef Malnik for donating an ATV and trailer. Police, SPCA volunteers and friends were supporting the efforts to help these rescued animals. 




Celebrated the life of firefighter and friend, Dominick Barbera with family, firefighters past and present with a Proclamation from Miami-Dade County capturing his importance to MDFR and our community.
 

 
During Breast Cancer Awareness Month all the departments were engaged and we were full Force PINK. Hoping for a cure in our lifetime!




Congratulations to Bal Harbour Village Police Chief Raleigh Flowers on your promotion. Happy to have been there for your swearing in. Great choice by the Village Administration, Mayor and Council.  
   


At Ribbon Cutting for the Plaza at Park Square in Aventura with Aventura Marketing Council and Aventura elected officials. 



Proud of MDFR and their commitment to participating in Breast Cancer Awareness efforts. Great job by Deputy Mayor Alina Hudak and District 4 Chief of Staff Marry Ferreiro.




Proud to be a sponsor again for the Children's Home Society's Claws for a Cause annual fundraiser. This is great organization that helps foster care children in our community. Thank you Children's Home Society for all that you do!


Commission District 4 at the Perez Art Museum Miami (PAMM) for a tour of the Christo Surrounded Islands Exhibit, which is here until February 17, 2019. This is a "must see exhibit" for locals and tourists alike.
 

 

Proud to be a Grand Marshall for the White Cane Day 2018 with Miami Lighthouse for the Blind and Visually Impaired. Thank you to everyone who participated and the entire Lighthouse team who do so much for adults and children with vision issues.




At the Miami Lighthouse for the Blind and Visually Impaired with Director Virginia Jacko and her service dog, Eva, delivering Elmo and stuffed animals to the children. It is a great day when I get to visit Lighthouse and the children.





At the Kiwanis of Northeast Miami Dade 61st Anniversary Gala recognizing Ron Book and Senator Lauren Book for all they do for our community. Happy to support this local organization and honor these two great individuals.





Miami is competing for the 2020 Democratic National Convention. Happy to represent Miami-Dade County and participate in the site visits and meetings for possibly having the Democratic National Convention here in Miami for 2020. 




At the annual Voices For Children, Be a Voice Awards Luncheon. Happy my District 4 Commission Office has sponsored a table every year and we were joined by great Judges and child champions for a great occasion to raise funds for a great organization.




Sponsored Foster Day at Fairchild Gardens. Thank you to Dr. Carl Lewis and April Dominguez at Fairchild for making it special day for everyone, especially foster parents and children.
 
 

Attended an exceptional event: The Consulate General of Israel and the Holocaust Memorial Miami Beach hosted a ceremony honoring the memory of Antonius Maria and Anna Theresia Spit-Vernneman with inclusion by Yad Vashem in Righteous Among the Nations. It was truly a moving event, hearing their story being told.  
 


After the Pittsburgh Tree of Life Temple shooting, South Florida held a STRONGER THAN HATE Event. Our community stands united in not letting hate become the norm. Diverse and United, thank you to Miami Beach for hosting this event at the Holocaust Memorial. 
 

 

Miami-Dade County staff, residents, breast cancer survivors and supporters came out in force for the 2018 American Cancer Society- Making Strides Against Breast Cancer Miami-Dade Walk.

 
Happy to be there with Judge Steve Leifman who was honored for the work he does for mental health and jails. He is truly exceptional and I am privileged to get to work with him. 
 




Atended Big Brothers Big Sisters' annual fundraiser, J azz at Joe's. Happy to support this great organization in our community.





A great day for a Groundbreaking Ceremony for The Underline. Well done and congratulations to Meg Daley and her team of many. She took a vision to reality and our community will benefit for generations to come.
 



The ADL 2018 Jurisprudence Award Luncheon honored two South Florida Greats. It was an afternoon with a room full of incredible "social justice champions," especially honoree Rosemary Barkett.



Attended the 2018 Miami Today Book of Leaders event in support of this year's honorees. Thank you to Michael Lewis for recognizing people in community who step up and go beyond.


 

On National Philanthropy Day, I was able to be with Taylor Moxey and her very proud and supportive parents as she won the 2018 Outstanding Youth Philanthropist Award from the Association of Fundraising Professional (AFP) Miami Chapter. A great privilege to be there for her recognition. Google her, she is amazing. 
 


 
Royal Caribbean Cruise Lines built a masterpiece addition to Port Miami. Terminal A is now ready for boarding people on their great ships. Happy to support and celebrate with Miami-Dade County, Richard Fain and his RCCL team.

At Florida Foster Care Review's 13th Annual Claws for Kids Luncheon. A great event for raising funds and helping kids get placed in permanent loving homes. Candice Maze and her team are truly amazing. 
 

A t Temple Beth Sholom for services and to be a part of the congregation celebration for Rabbi Gayle Pomerantz's installation as Senior Rabbi. Great moment and great service.



At the end of November, Howard Simon retires as the Director of ACLU. I have known Howard for over 20 years championing issues and fighting for people's rights. Howard is one of the greats; he is always speaking out and taking action.



At South Florida SPCA's first annual Farm to Stables fundraiser. It was great seeing firsthand all the staffs' and volunteers' labor of rehabbing the rescued animals. I am looking forward to being a sponsor again next year. Great job to Kathleen, Laurie and team.

Northeast Miami-Dade Service Center
OPEN to Assist Residents

North Dade residents don't have to travel downtown for assistance with basic county services with the Service Center at the North Dade Justice Center located at 15555 Biscayne Boulevard. The Service Center is open Monday- Friday, 9:00am - 4:00pm (closed 12:00pm - 1:00pm). 
  
Some of the available services are:
  • Golden Passport new applications and renewals
  • Homestead exemptions
  • Property Tax and Local Business Tax Payments
  • Baby stroller permits
A Miami-Dade staff person will be available to assist residents, as well as an automated computer touch screen that will allow residents to pay their bills and access other services online. 
  
Residents can call 3-1-1 for additional information on services provided at this Service Center.
