Mick Mulvaney to Join NCLGS

For Prediction Markets Discussion

SAN DIEGO, CA: The National Council of Legislators from Gaming States (NCLGS) today announced that Mick Mulvaney, Executive Director of Gambling is Not Investing and former White House Chief of Staff, will participate in a featured discussion at the 2026 NCLGS Summer Meeting examining the rapidly evolving regulatory landscape surrounding sports betting on prediction market platforms.

In his role as Executive Director of Gambling is Not Investing, a coalition committed to stopping prediction markets from offering sports-event contracts that bypass state and tribal laws, Mulvaney is on the frontlines of the debate around prediction markets. The coalition argues that sports-event contracts offered through prediction market platforms are a form of illegal sports gambling that fail to comply with state and tribal laws.

The session will explore key questions surrounding consumer protections, state regulatory authority, market oversight, and the intersection of gaming and financial regulation.

“I appreciate the opportunity to join NCLGS and engage with state legislators on these important issues,” Mulvaney said. “As prediction market platforms continue to grow, policymakers must carefully examine the implications for consumers, state oversight, and the regulatory frameworks that have long governed gaming activity.”

The NCLGS Summer Meeting will be held July 8-11 at the Hard Rock Hotel San Diego.

Sponsorship opportunities remain for organizations seeking to engage directly with lawmakers and industry leaders during NCLGS’s milestone 30th anniversary year.

NCLGS has a block of rooms available at the Hilton San Diego Gaslamp Quarter: The Hilton is just a short walk from the Hard Rock. You must book your room prior to June 16, 2026 in order to receive the group rate. Call 1-800-Hiltons and use the group code 90C or click here to book your room at Hilton.

The NCLGS Summer Meeting will feature two evening receptions, July 8th and 9th, as well as a late-night event (sponsored by FanDuel), taking place July 9th at nearby Rustic Root Gaslamp. These gatherings offer legislators, regulators, and gaming industry stakeholders the chance to connect, exchange ideas, and build relationships outside of the formal meeting sessions – an important complement to the policy discussions and educational programming that define the NCLGS experience.

NCLGS meetings are produced and organized by Spectrum Gaming Group, which serves as Executive Director and has supported the organization’s growth for more than a decade.
