COMMISSIONERS COURT - December 2025

COUNTY CLERK

The court approved a preservation project by the County Clerk's office that will archive, replicate and organize documents from more than 30,000 chattel mortgages, bill of cost and bond deputizations dating back to 1905. These documents are required to be saved and archived permanently by state law by counties per state law. This process will make the documents easier to read and access and all records will also be digitized for ease in searchability.


The court approved a renewal with VitalVerify software which enables residents to access and print birth and death certificates online. No fee is accessed the county to provide this service, and users pay a small processing fee for each transaction. This has proven to be a valuable tool for residents.

ELECTIONS

The court approved a motion to hold Republican and Democrat primary elections on the same day in 2026. This will save taxpayer dollars by consolidating these two elections on the same day instead of on separate days. This year's primaries will take place Tuesday, March 3, 2026, for both parties, and runoff elections, if necessary, will take place Tuesday, May 26. Runoffs are needed in multi-candidate primaries when the leading candidate fails to get more than 50% of the vote.

PUBLIC WORKS

The court held a public hearing regarding the installation of no parking signs along W. County Road 120 between S. County Road 1210 (Midkiff Road) and S. County Road 1232 (Antelope Trail) south of Interstate 20. Following the hearing, the court approved action to install the signs. The move is a reaction to multiple complaints about 18-wheelers parking on the side of the road overnight.

EMERGENCY MANAGEMENT

The court approved the Midland County Hazard Mitigation Action Plan. The plan identifies potential hazards that could occur throughout the county and prepares for action in these circumstances. Adopting the plan allows participating jurisdictions to apply for FEMA mitigation grants. The plan will be posted to the Emergency Management section of the Midland County website.

LIBRARY

The court approved a partnership with the Literacy Coalition of the Permian Basin (LCPB) which will continue to provide literacy-based programming for our community and libraries with the goal of increasing literacy rates across the region. One of the initiatives already underway is the Dolly Parton's Imagination Library Program, which provides free, high-quality, age-appropriate books to children from birth through age 5.

COURT SCHEDULE

The next regularly scheduled Commissioners Court will be held Tuesday, January 6, 2025. Meetings are held in the Commissioners Court, on the first floor of the Midland County Courthouse, located at 500 N. Loraine St. The meeting is livestreamed at the county website, co.midland.tx.us. Agendas, minutes, and recordings of previous meetings may also be found on the website.
