COMMISSIONERS COURT - February 17, 2026

ROAD AND BRIDGE

The court approved new asset management software for work with the Road and Bridge department. The new OpenGov system will integrate with the County’s GIS, and allow staff to better track roadway assets, work activity, and permits. The investment includes implementation, training, and ongoing support, and is expected to improve operational efficiency, strengthen infrastructure planning, and enhance transparency.

COUNTY HOLIDAYS

The court tabled a request to make June 19 a county holiday. The court cited concerns over balancing the total number of holidays throughout the year. Juneteenth is remembered as the day in 1865 when slaves in Texas were notified of their freedom following the American Civil War. Juneteenth was officially made a federal holiday in 2021.

HORSESHOE

The court received a report on the income statement for the Midland County Horseshoe. The statement shows that the facility operated in a deficit of over $160,000, which is approximately 1/3 of the operating deficits of previous years. Commissioners noted that in addition to paid events, the Horseshoe also allows local non-profits and service organizations to utilize the facility free-of-charge, which promotes the facility's role as a key asset to the community.

PUBLIC WORKS

The court received a report on the status of non-capital projects across the county. This includes improvements and refurbishing efforts at various county properties, including asbestos removal, HVAC work, paint and walkway rails, evidence lockers, fiber internet and more.

TECHNOLOGY

The court received a report from the Information Technology Department regarding ongoing project. Notably, new software now enables closed captioning for commissioners court and allows citizens to review full transcripts. This can be located on the Court Recordings page on the county website.

COURT SCHEDULE

The next regularly scheduled Commissioners Court will be held Tuesday, March 3, 2025. Meetings are held in the Commissioners Court, on the first floor of the Midland County Courthouse, located at 500 N. Loraine St. The meeting is livestreamed at the county website, co.midland.tx.us.
