COMMISSIONERS COURT - June 2, 2026

DISCUSSION ITEMS

The court discussed a request to increase the number of openings available for jailers. There were currently 18 openings for jailer positions, but the recommendation was to expand the number of openings to 62. The purpose is to prepare for the new detention center, which is set to open in the spring of 2027. The court also discussed a plan to provide retention stipends for jailers following one and two years of service.


The court discussed a measure to put all law enforcement on the same pay scale. This includes any county departments that employ licensed law enforcement officers, including the Sheriff's Office, Constables, Fire Marshal's Office, District Attorney's Office as well as all bailiffs and other commissioned peace officers.

REPORTS

The court received a report from the Community Supervision and Corrections Department (CSCD). The report outlined the department’s mission to reduce future criminal behavior through evidence-based supervision, treatment, and accountability. The department continues to emphasize high-risk cases and treatment programs such as Drug Court, Mental Health Court, and DWI Court, as well as outpatient counseling programs both in-house and in cooperation with community partners such as PermiaCare and Thriving United. The report also noted a 77% successful completion rate for probationers in FY 2025, reflecting an overall upward trend in successful supervision outcomes. DISTRICT ATTORNEY

The court approved the applying for a grant for the Border Prosecution Unit that will be used to fund various personnel and equipment expenses related to the investigation and prosecution of border-related crime. This specifically aids the county in the investigation and prosecution of oil field theft cases. The unit is a part of the Governor's Public Safety Office.


The court approved an agreement with Axon/Evidence.com for electronic storage, downloading, and sharing of evidence with law enforcement and attorneys.

PUBLIC WORKS

The court approved moving forward with the design phase on the new Juvenile Justice Center. The original design called for a 24-bed facility, but the new design will call for 40 beds. The new center would replace the aging Barbara Culver Juvenile Justice Center. It is anticipated that the expanded design will result in a cost-savings on a price-per-bed basis.

FIRE MARSHAL

The court approved the purchase of dash cameras for five emergency management vehicles. These cameras are necessary to record investigative interactions.

LIBRARY

The court approved a new policy for notary services available at the library. The policy is intended to ensure consistency and accuracy in notary procedures, helping reduce errors and prevent improper notarizations.


The court accepted a donation from FMH through Midland County Public Library Foundation that will fund the Julia Child exhibit coming to Midland in the fall.

COURT SCHEDULE

The next regularly scheduled Commissioners Court will be held Tuesday, June 16, 2026. Meetings are held in the Commissioners Court, on the first floor of the Midland County Courthouse, located at 500 N. Loraine St. The meeting is livestreamed at the county website, co.midland.tx.us.
