DRUG COURT

The Texas Association of Counties (TAC) recognized Midland County's Drug Court program. TAC presented a plaque and commemorative gifts to thank Judge Rainey, the Sheriff's Office, and county staff for their contributions to a feature story published earlier this year in County magazine.

The article highlighted the success of Midland County's Drug Court and its efforts to help participants overcome substance abuse and rebuild their lives. The recognition provided another opportunity to celebrate the program and the county employees who contribute to its success.

BURN BAN LIFTED

The court approved lifting the countywide burn ban following recent rainfall that has helped reduce wildfire concerns across Midland County. The 90-day ban was originally approved September 1 as a precaution against dry conditions and the potential for wildfires. County officials will continue monitoring conditions and may consider additional restrictions if wildfire risks increase.

CONSTABLES

The court approved the appointment of Lorena Garcia as a Deputy Constable for Precinct 2. Garcia will provide security at the recently opened Judge David M. Cobos Courthouse Annex. She brings previous law enforcement experience from Midland College and Ector County. Her appointment will help support security operations at the new facility.

TIRZ BOARDS

The court approved the appointment of Commissioners Charles Hall and Dianne Anderson to represent Midland County on the City of Midland's Tax Increment Reinvestment Zone (TIRZ) 3 and 4 boards. Each board requires two representatives from Commissioners Court. TIRZ districts are designed to encourage development and infrastructure improvements by reinvesting a portion of increased property tax revenue generated within designated areas.

LIBRARIES

The court approved an agreement supporting Project Literacy, an initiative that provides books to Midland ISD first- and second-grade students while giving them opportunities to meet award-winning authors. As part of the program, author Nancy Churnin will visit Midland County's Centennial Library for a public book signing on November 9. The initiative is funded by the Midland County Public Library Foundation, with no cost to the county.

ROAD & BRIDGE

The court approved the acceptance of a rock salt donation from Sunita Hydrocolloids Inc. The material will be used to pretreat roads and intersections ahead of freezing weather, helping reduce ice accumulation and improve driving conditions. The donation is part of a larger contribution of rock salt being shared between Midland and Ector counties.

COURT SCHEDULE

The next regularly scheduled Commissioners Court will be held Tuesday, November 17, 2026. Meetings are held in the Commissioners Court, on the first floor of the Midland County Courthouse, located at 500 N. Loraine St. The meeting is livestreamed at the county website, co.midland.tx.us. Agendas, minutes, and recordings of previous meetings may also be found on the website.
