NEW COURTHOUSE ANNEX

The court voted to name the new Courthouse Annex the Judge David M. Cobos Midland County Courthouse Annex. The Hon. Judge Cobos retired earlier this year after serving as a Midland County Justice of the Peace judge since 1997. Judge Cobos started his career with the Midland County Sheriff's Office in 1979. A statement that accompanied the recommendation reads, "Naming this facility in his honor ensures that every act of services carried out within its walls reflects the same dedication, fairness, and compassion that defined his 46 years of service to Midland County and the State of Texas."


The new courthouse annex is currently under construction across Main Street from the old sheriff's office. It will house offices and courtrooms for justices of the peace, constables, the Warrants Division, and the medical examiner. It is on schedule to open in September 2026.

MEMORIAL ANGEL TREE

The court approved a proclamation calling citizens to observe the Memorial Angel Tree in remembrance of fallen victims of crime. A special ceremony to honor murder victims will be put on by the Midland Victims Coalition on Wednesday, December 3 at 1:30 p.m. at Centennial Library.

COURTHOUSE SECURITY

The court accepted two Gunnebo turnstiles, which were donated by Exxon. The turnstiles will be installed at the courthouse to create a new employee entrance. The new entrance and turnstile will allow county employees to swipe their badge to gain entrance to the courthouse without interrupting the security check for visitors. Jurors and other individuals doing business at the courthouse will continue to use the primary entrance, with uniformed security and a metal detector provided by the Sheriff's Office. Separate entrances for staff and visitors will provide increased efficiency and security for all who utilize the facility.

SHERIFF'S OFFICE

The court accepted two donations to benefit the sheriff's office. The first donation from Tractor Supply Company of $500 will help provide uniforms for the Mounted Patrol Division. The second donation from Occidental Petroleum Corporation of $5,000 will provide funds for the purchase of 100 tactical helmets.

MCUD UPDATE

The court approved a payment to the Midland County Utility District for continued improvements on the county’s water system. The water treatment facility is approximately 25 percent complete, and the full project includes wells, treatment, and pipeline to the new detention center and new Greenwood school. MCUD operates under the Texas Public Utility Commission, and county funds will be reimbursed once additional funding becomes available. MCUD plans to pursue a bond in November 2026 to cover remaining costs to expand infrastructure for future residential and commercial needs.

HERO PROGRAM

The court approved entering into an agreement with the HERO program, which provides roadside assistance to drivers along Interstate 20 in the Midland area. The program, which is operated by the Texas Department of Transportation, runs maintenance trucks along Interstate 20 throughout the day and night looking for stranded drivers, accidents, or anyone needing roadside assistance. This service is typically reserved for larger metropolitan areas of Texas, but the court felt that given the heavy traffic on I-20 that participation in the program was warranted.

VETERANS PARADE

The court heard a presentation regarding the county's role in Midland's first Veterans Day Parade, which took place earlier this month. Midland County's float was decorated by county staff and volunteers and three county employees who are also veterans were honored to ride the float during the parade. The public address announcer read the following statement regarding Midland County's float: “Representing Midland County, this float honors all who have served in our nation’s armed forces. The float proudly displays the flags of all of our military service branches, as well as flags representing our Prisoners of War and those Missing in Action. Midland County thanks our veterans for their courage, sacrifice, and dedication to preserving our freedom.”

COURT SCHEDULE

The next regularly scheduled Commissioners Court will be held Tuesday, December 2, 2025. Meetings are held in the Commissioners Court, on the first floor of the Midland County Courthouse, located at 500 N. Loraine St. The meeting is livestreamed at the county website, co.midland.tx.us.
