Phase 2 Construction Begins March 4

Phase 2 work will proceed in three general sections.

Below is a graphic with general approximations of work areas and schedule.

The schedule is weather dependent and also subject to change based on underground conditions.

The 2024 Phase 2 construction of the Midland Streetscape Project begins Monday, March 4 and runs through December 2024. The construction sequencing moves from Midland Spur east to the intersection of Midland Avenue and East Homestead Drive and follows industry best practices and highest safety protocols for infrastructure projects of this magnitude. Therefore, construction will proceed from Zone 1 to Zone 2 to Zone 3 in order.


The construction will take place first on a section of Midland Avenue between Midland Spur and Alpine Bank on the south side and Midland Mall on the north side, known as Zone 1.  Some work will also occur between the 4-way stop at the intersection of Midland Avenue and Two Rivers Road and Midland Spur. 


The 2024 Phase 2 work will bring the project to completion and includes the installation of underground utilities including stormwater, electric, and communications infrastructure, grading the sidewalks and road, final paving, and installation of street amenities such as benches, bike racks, lighting, and signage.  


During the project pedestrian access will be available at all times.

Zone 1 Construction

Below is the construction map for Week of March 4



Overall Zone 1 Scope of Work:



  • Demolition
  • Stormwater infrastructure installation
  • Electric and communication infrastructure installation
  • Gas infrastructure installation
  • Street and sidewalk grading
  • Installation of new sidewalks


After this work is completed in all zones, the construction team will come back through Midland Avenue and complete the last tasks, which include:


  • Street paving
  • Landscaping
  • Installation of street furnishings, including, lighting, furniture, bicycle racks, and artwork


Please note that Midland Spur will be a two-way street with a single entrance and exit at the intersection with Two Rivers Road during the first part of Zone 1 work.


At some point during Zone 1, the work area will flip so Midland Spur reverts to a one-way street and the work area will take place on the south side of Midland (where it is currently green on the map) and the traffic lane will be on the north side (where it is currently yellow on the map).


We will keep you updated as Zone 1 progress.


There will be no impacts to anyone's water service during the 2024 Phase 2 work.

New Stormwater Infrastructure

The centerpiece of 2024 Phase 2 construction is the stormwater system. The addition of modern stormwater infrastructure is one of the most significant safety improvements to the street and one of the most complicated to accomplish. 


The existing stormwater system through Midland Avenue conveys stormwater to a curb and gutter system that carries the stormwater on the surface of the street before it moves into the new subgrade system on Midland Spur and is treated at the forebay before entering the Roaring Fork River. 


In addition to enhanced treatment for runoff, the new stormwater infrastructure features a center drain system which will direct rainwater and snowmelt away from storefronts and sidewalks where ice and flooding have been a danger. Finding a safer solution to this problem was one of the most significant challenges for the Midland design team.
