Notice of Availability — Draft Environmental Assessment
In accordance with the National Environmental Policy Act (NEPA), the Department of Justice (DOJ) Bureau of Justice Assistance (BJA) has completed a draft Environmental Assessment (EA) evaluating the potential environmental impacts of the Red Cliff Band of Lake Superior Chippewa Indian’s proposal to construct a permanent modular structure to serve as a law enforcement facility in Red Cliff, Wisconsin (the Proposed Action). NEPA requires that federal agencies consider the effects of a proposed action and any reasonable alternatives on the human environment. This draft EA evaluates the potential impacts that would result from the implementation of the Proposed Action as compared to the No Action alternative.

Project Title: Law Enforcement Modular Facility Project

Project Description: The proposed project involves constructing an approximately 3,268-square-foot permanent modular facility for the Red Cliff Police Department in Bayfield, Wisconsin. The new one-story facility would replace the outdated and undersized existing police building located at 88385 Pike Rd, Bayfield, WI 54814, and would address critical issues of safety, confidentially, and operational efficiency.
The proposed police facility would be located adjacent to an emergency medical services (EMS) facility that was completed in 2022 and would utilize the same access road. While the site was partially cleared during the construction of the EMS facility in 2022, site preparation would include some clearing of vegetation, including the removal of approximately 40 mature ash and pine trees and around 150 saplings and understory plants. The project would also pave the parking area initially built during the construction of the EMS facility and would expand it to accommodate an additional 10 vehicles. As part of the construction activities, sidewalks and walking paths would also be installed for improved accessibility.
Once completed, the new facility would provide a modern, secure workspace for RCPD staff, featuring offices, equipment storage, evidence processing areas, interview rooms, and administrative spaces. It would also support community engagement by providing spaces for public meetings and training sessions.
