Mississippi Scholars and Tech Master Programs
Impact to Date

The Public Education Forum of Mississippi began in 1989 with the belief that Mississippi’s economic future depend on a solid foundation of a strong viable public education system. It provides non-partisan support for the development of long term education policies and has a strong commitment to excellence for Mississippi’s public schools.

Mission: “Committed to Excellence in Mississippi’s Public Schools”

The Public Education Forum has a clear vision for ensuring the future of Mississippi high school students are as bright as possible –either educational or occupational. That vision has led to the creation of the Mississippi Scholars and Tech Master programs.

Since 2003, the Mississippi Scholars program has grown from 2 counties, 2 high schools, and 24 graduates to more than 160 schools and over 50,000 graduates. This year, 4,843 student graduated with the Mississippi Scholars designation.

Since 2014, the Tech Master program has grown from 7 pilot counties and 285 graduates to more than 7,000 graduates. This year, 1,718 students graduated with the Tech Master designation. One or both programs are present in 81 of 82 counties in the state.

Hinds County Board of Supervisors School-To-Career
Summer Internship Program
In 2018, the Public Education Forum worked with Jackson Public Schools to organize and form a Business and Industry Council to work with the Career Development Center to assist students with employability skills and job opportunities. Working with the Hinds County Board of Supervisors seven high school graduates received job offers to work with Hinds County Board of Supervisors during the summer of 2018. Based on last year's success, the offer was extended in 2019. The following is an update from Mr. George Nelson, ADA Coordinator, and Human Capital Development.

The Hind County School-to-Career Summer Internship Program is made possible through the collaborative efforts of Supervisors Mike Morgan (District 4) and President Peggy Calhoun (District 3) of the Hinds County Board of Supervisors and the Jackson Public Schools Career Development Center. It is our desire that this workforce experience is enjoyable, educational, and serves as a beginning to the student’s professional development. HCBOS and the Career Development Center are dedicated to the growth and development of the County’s youth, and will continually work to invest in their futures.

The HCBOS STC Summer Internship Program is the first of its kind for the County. The Board of Supervisors will designate nine (9) full-time, paid summer positions, specifically for CDC second-year career and technical education graduates. Graduates from the CDC were interviewed and nine (9) participants were selected to participate in the 2019 STC Summer Internship Program. Selected participants work 40 hours per week in a pre-selected Hinds County department. The selection of the county department is based on the student’s CDC academic area and availability of the County department. Participants will work 10 weeks and will participate in at least five (5) Professional Development Workshops facilitated by the Office of Human Capital Development Staff.

The purpose for the Hinds County Board of Supervisors STC Summer Internship Program is based on the Jackson Public School District CDC focus of giving second-year career and technical education completers the opportunity to do an internship or work for pay at a related career business. This opportunity allows the students to receive hands-on experience in the chosen career area and provides the relevance of their academics to the skills needed in the workplace.
George Nelson
“The School to Career Summer Internship Program partnership represents a perfect testament of the vested interest we have in our Human Capital.”

Human Capital - the skills, knowledge, and experience possessed by an individual or population, viewed in terms of their value or cost to an organization or country.

A Message from Mary Snow, Co-Ordinator for Mississippi Scholars and Tech Master Programs for Winston County
It was 15 years ago that BJ Kelleghan and I, members of the Education committee from the 1st Strategic Plan for Winston County, heard about Mississippi Scholars and decided to put it in place here in Winston County. We felt it was an opportunity to involve the business community in successful educational pathways for students.

That first year we only had 4 students, but we have grown substantially over the years. This could not be done without faithful members of the Mississippi Scholars committee who not only serve on the county committee with me, but also go into a particular school as our representative to do the 8th grade presentations, keep our 9th, 10th, and 11th grades on particular paths and make sure our seniors have everything they need their final year. They are Betty Byrd, BJ Kelleghan, Joyce Nance, and Margaret Taylor.

Whether Mississippi Scholars for those college bound or Mississippi Scholars Tech Master, we feel every student should be involved in one of these programs. It is a pathway to success!"

Walthall County Career and Technical Update
by Andrea Bridgman, Walthall County Career and Technical Counselor

The Mississippi Scholars and Tech Master Program is making a tremendous impact on Walthall County by encouraging our students to improve grades, school attendance, and discipline as well as enhancing the participation in community service projects. Our students are also striving to increase ACT scores and to make passing scores on career and technical and industry certification assessments.

These students sum up what it means to be a Mississippi Scholar and Tech Master.

  • Grace McKenzie received Tech Master status and said, “My health science teacher, Lauren Bivens, fueled my passion for education.”
  • Jaree Holmes, a MS Scholar, wants to be in the program because, “I think it is a wonderful program and a wonderful opportunity for scholarships.”
  • Bentley Martin stated, “I wanted to be a MS Scholar and Tech Master for scholarship opportunities and to push myself academically.”

Walthall County held its second annual Mississippi Scholar and Tech Master Ceremony on May 2, 2019. 20 students received recognition: 9 students qualified for Mississippi Scholars and Tech Master Status, 3 Mississippi Scholars, and 8 Tech Masters. Carley Rawls gave the invocation, Byron Smith and Duncan Knight from Boy Scout Troop #138 presented the colors, and Destinee Carson sang the National Anthem. The community generously provided money so that each student who met qualifications would receive a scholarship to be used at a college or university.

Without the support of the school board, local businesses, community members, and Southwest Mississippi Community College, these scholarships would not have been possible. We thank all the people who made the ceremony a success and look forward to next year. We hope each student in Walthall County will strive to become a Mississippi Scholar and Tech Master!

Total # of graduates in Walthall County: 107
Total # of Mississippi Scholars: 20 students
Total # of Tech Masters: 9 students (29 total awards)
CTE Counselor Andrea Bridgman
“I really like the fact that you don’t have to be a straight ‘A’ student to meet requirements. These programs encourage “well-rounded” students who will be better prepared for their futures in the workforce or college by participating in the programs.
