Legislative Update

The 2025 Legislative Session began on Wednesday, January 8 and Legislators hit the ground running.


There have been multiple hearings on some of the pro-life bills and resolutions filed in the Missouri House and Senate.

 

Following is a list of the bills/resolutions for the protection of life that have had hearings to date. There are many more pro-life bills and resolutions that have been filed that we hope will have hearings in the days to come.


Please note that the language of these bills could and most likely will change as they move through the legislative process.

 

The resolution that would “modify and clarify” Amendment 3 and restore protections and respect for life in our State Constitution:

HJR 54 – Sponsor: Melanie Stinnett

 

The bill that would increase tax credits for donors to Pregnancy Resource Centers:

HB 1176 – Sponsor: Christopher Warwick

 

The bills that create the “Born Alive Abortion Survivor’s Protection Act:

HB 195 – Sponsor: Brian Seitz

HB 1119 – Sponsor: Holly Jones

 

The bill that expands the “Safe Place for Newborns Act” to 90 days and creates a matching fund. This bill would help promote and expand the number of newborn baby incubators in Missouri.:

HB 121 – Sponsor: Jim Murphy

 

The bills that help to protect the interests of life by making reforms to the referendum/IP process so that Judges cannot rewrite ballot language:

SB 22 – Sponsor: Rick Brattin – NOTE: This bill had floor debate in the State Senate on Wednesday, February 12 but was filibustered by the pro-abortion Democrats and was placed back on the Senate calendar without passage at this time.

HB 414 – Sponsor: Jim Murphy

HB 684 – Sponsor: John Simmons

Update on Pro-Abortion Lawsuit Against Pro-Life Laws


The day after the November election in which Amendment 3 was approved by a slim majority, Planned Parenthood filed a lawsuit in Jackson County asking to have Missouri’s health and safety regulations relating to abortion be declared unconstitutional.


On December 20th, 2024, the Judge ruled that most of those health and safety regulations were unconstitutional under Amendment 3, but left in place the requirement that Planned Parenthood and other abortion providers meet Missouri’s licensing requirements.


On December 30th, 2024, Planned Parenthood, stating that it could not meet the licensing requirements, asked the court to reconsider its December 20th, 2024 ruling and to declare that the licensing requirements were also unconstitutional.


That case was argued before the judge on January 31st, 2025, and no decision has been made as of today.


The Judge has set the case for trial on January 12th, 2026.

Pro-Life Action Day 2025

Please make plans to come to the Missouri State Capitol on Wednesday, March 26, for the Missouri Statewide Pro-Life Action Day and help us support our legislators in putting “Protection for Pre-Born Babies and Their Moms” in our Missouri State Constitution!

February 16 - St. Louis - Pro-life apologetics workshop with Kristina Massa, Justice for All, 1:30-4:30 PM in the Archbishop May Room at the Cardinal Rigali Center. 


February 23 - St. Louis - The next Rite of Naming & Commendation will take place at Our Lady of Lourdes, 7148 Forsyth Blvd, University City, at 10:00 a.m. All are welcome to attend this prayer service developed by the Archdiocese of St. Louis to meet the needs of families whose child died before birth for any reason (including miscarriage, accident, abortion, or stillbirth).


March 7 - St. Louis/Illinois - The Coalition Life Circle Prayer Rally from 11AM - 2PM will be held at three different locations in Illinois: Fairview Heights, Carbondale and Flossmoor. Click here to register.
