Missouri Legislature Passes New Congressional Map and Initiative Petition Reform In Second Special Session
Governor Mike Kehoe has called the Second Special Session of 2025. This call brought the Missouri House and Senate to Jefferson City around the regular scheduled Veto Session.
HB 1 draws a new map for Congressional districts. Redistricting Missouri’s 8 Congressional districts will allow Missourians to vote for people who represents Missouri values. The vote for the Congressmen/women for this new map will take place in the regular 2026 election cycle.
Missouri is a pro-life state. For Missouri Right to Life, the new Congressional map will give us the opportunity to work for Congressional candidates that will vote to protect women, children and pre-born babies.

HS HCS HJR 3 will give Missourians the opportunity to vote on protecting the Missouri Constitution when an issue is placed on the ballot through the initiative petition process. HS HCS HJR 3 will be on the November 2026 ballot and will give Missourians the chance to decide if they want a higher standard when changing our Missouri Constitution. In past years, out-of-country and out-of-Missouri donors have spent millions of dollars to influence Missouri voters with lies about what a particular ballot measure does. An example of this is the 2024 pro-abortion Amendment 3, which passed by a slim margin of 1.6% and enshrined abortion on demand all 9 months of pregnancy with no protections in our Missouri Constitution.
Missouri Right to Life supports HB 1 and HS HCS HJR 3 and thanks Governor Kehoe and the House and Senate members who voted for these bills.
