Missouri 2Q IFTA late filing fee waived through August 31, 2022 

In late July, MoDOT Motor Carrier Services announced a one month grace period for those who file International Fuel Tax Agreement returns for the second quarter of 2022. Missouri late fees will be waived for those who file after July 31, but before August 31, 2022.

Missouri CANNOT waive interest charged by any other IFTA jurisdiction.
After July 31, other states and provinces can assess interest on funds due to them.

The one month late fee waiver ends at 11:59 p.m. on Wednesday, August 31, 2022.

Any 2Q IFTA returns filed on September 1, 2022 or later will be assessed a late fee of $50 or 10% of the tax liability (whichever is greater).

Off-route OSOW permit holders cause incidents

OSOW permit holders traveling off the assigned route caused a number of incidents this spring - including work zone collisions, bridge strikes and an -hours-long full closure of Interstate 35 South in May. In each case, the driver continued traveling an unsafe, unreviewed route instead of stopping when they noticed they missed a turn.

We remind carriers and drivers that they must review permits for accuracy and must notify MoDOT MCS of any issues BEFORE movement commences.

It is absolutely vital that drivers follow the prescribed route. If a driver misses a turn, they must stop and notify MoDOT MCS to issue a new permit with safe routing. Carriers whose drivers travel off the approved route can be suspended from permitting privileges or find them completely revoked.
During incidents that block a driver's path, such as a crash that closes a highway, an OSOW permitted driver cannot detour. They must wait for the incident to clear.

Blanket permit holders must verify the route they choose to travel can support the weight, width and height of their load. Use the MoDOT Traveler Information Map’s introductory and OSOW layers to verify the route is safe for travel on the date of travel.

How to manage fuel tax holidays declared in other states
Fuel tax holidays in other states could affect IFTA returns

Notices on the IFTA, Inc. website - www.iftach.org/important-notices.php include guidance for those carriers who traveled in jurisdictions that have declared fuel tax holidays during the second quarter of 2022. 

Please note that some holidays affect consumers of gasoline and gasohol only. 

Keep up with future tax holidays and important news from other jurisdictions by visiting the IFTAch.org website regularly. We suggest at least once per quarter, before beginning the quarterly filing process.

Electronic filers using MoDOT Carrier Express can claim qualifying fuel tax holiday miles and gallons in the Miles in Non-IFTA Jurisdictions and Fuel for Non-IFTA Jurisdictions fields. Make a comment to indicate that the miles/gallons qualify for the fuel tax holidays in the specific jurisdiction(s). You must name the states/provinces specifically. 

Paper return filers claim qualifying miles and gallons on Page 3 under the additional tax rates section. 

IF YOU HAVE ALREADY FILED a Second Quarter 2022 IFTA return and now learn some miles/gallons are affected by a fuel tax holiday, you can choose to file an amended return if you wish. 

As with all other fuel tax documentation, be sure to save your records for four years. Consult MoDOT's IFTA and IRP Recordkeeping Booklet for more details. 
Upcoming due dates for December-expiring license plates
While we work to renew plates that expire in September, here's a reminder for those whose plates expire in December to begin the process of renewal for your International Registration Plan apportioned license plates:

Gather the following documents in an electronic format. (e.g. PDF, JPG, etc.)
  • Reporting of actual miles traveled from July 1, 2021 to June 30, 2022
  • A 2021 personal property tax receipt listing all vehicles. If applying after Dec. 31, a 2022 receipt is required. 
  • Submission of a Heavy Vehicle Use Tax receipt (IRS-Form 2290) for July 2022 through June 2023. 
  • July 2021 through June 2022 receipts are accepted through October 3, 2022. 

Apply for renewal by logging into your MoDOT Carrier Express account at www.modot.org/MCE
  • Visit www.modot.org/UsingMCE to watch tutorial videos on filing an account renewal online.
  • Complete the application process and upload documents by the Oct. 3, 2022 deadline to avoid penalty. The late filing penalty is $100.
  • Monitor the Customer Dashboard to verify when documents are processed. There's no need to wait for our office to open!
  • Complete invoice payment by the December 1, 2022 deadline to avoid penalty.

Before filing a renewal
  • Ensure the biennial MCS 150 is current and on file with the FMCSA at www.safer.fmcsa.dot.gov
  • Verify that business filings with the Missouri Secretary of State are in good standing. 
  • Verify that UCR and IFTA accounts are up-to-date.

Plates that are not renewed must be returned following the expiration date.
