New MCE credentialing arrives

Cutover requires temporary interruption of IFTA, IRP and OPA for three business days
MoDOT Motor Carrier Services is replacing the IFTA, IRP and OPA functions within MoDOT Carrier Express, our online office. In order to properly shutdown the current system, transfer records and complete final installation steps, the affected areas of MCE must be taken offline.
From 11 p.m., Weds., Feb. 16, 2022 through 7:30 a.m. (CT), Weds, Feb. 23, access to the IFTA, IRP and OPA functions in MoDOT Carrier Express will be closed completely.
No registration or fuel tax activity - including temporary vehicle registration, changing fleets or making payments – will be possible during the three-business day transition period. IFTA, IRP and OPA agents are unavailable by phone or in person during the transition period. They will be intently training and handling other transition tasks in an effort to be 100% ready for the system restart.
When service is restored on Feb. 23, 2022, users will log into MCE with the same UserID and password used prior to the transition.
OSOW Agents and Investigators remain available
OSOW functions in MoDOT Carrier Express will continue to work normally during the credentialing transition. OSOW-specialized agents and Safety & Compliance investigators will be available by telephone. However, neither will be able to answer questions about IFTA, IRP or intrastate operating authority.

DOCUMENT UPLOADING A TIME-SAVING FEATURE
Imagine all the time you'll save when you are able to upload supporting documentation directly into your transactions in the new credentialing system!
There will be no need to send a separate email or fax and no need to wonder if we received your paperwork. You can see on the screen when the upload is complete.
And although we enjoy speaking with you, we imagine you'll be happy to spend less time on the phone, checking in with us.

MISSOURI OPERATING AUTHORITY REMAINS UNDER DEVELOPMENT
When the new credentialing system goes live Feb. 23, the Intrastate Operating Authority functions will remain partially under development.
Insurance companies will be able to seamlessly file forms for their clients. However, carriers will temporarily need to contact MCS directly for any intrastate transaction.
Call 1-866-831-6277 and choose Option 3 to reach the Missouri Operating Authority team. Look for an announcement in the near future when intrastate authority functions transition to the online system.

SPECIAL NOTICE ABOUT TEMPORARY VEHICLE REGISTRATION
When carriers add a new vehicle to their IRP fleet, often, they request a temporary vehicle registration to get on the road right away.
This is still possible, however, in order to receive a TVR document, you must request the document BEFORE making payment. Once a payment is processed, TVRs cannot be issued. You would have to wait until the license plates arrive before placing the vehicle in service

If you have outstanding invoices or documentation, please complete the transactions before Feb. 15 to avoid any delay or need to resubmit after the new system is installed.
Refunds requested in February could be slightly delayed.

Why February?
The credentialing upgrade was originally set for January, but February dates were chosen when it became apparent that the build and testing teams needed more time to produce a system worthy of Missouri-based carriers. The timeframe also includes a holiday, minimizing the number of work days required for the cutover.
There are no IRP, IFTA or OPA program deadlines in the middle of February. However, those whose license plates expire on March 31 have a payment deadline on March 1.

RESERVATION SYSTEM TO ACCOMMODATE IN-PERSON VISITS
Also effective February 23, MCS announces a new reservation system for those who drive to visit us in person. Appointments are required for all in-person visits. A limited number will be available each workday.
Visitors will need to check in at the front desk as usual. Those who do not have an appointment can use a computer kiosk in our lobby and/or drop off their documentation and it will be worked in the order it was received.
Starting January 23, visitors can request an appointment up to 30 days in advance. To do so, send a message to ContactMCS@modot.mo.gov with the subject line, ”In-Person Appointment Request” and describe the service you require, or call us at 1-866-831-6277 and choose Option 7. When you receive a confirmation email with a defined appointment time, you know your request is confirmed.
The number of appointments available could become limited during periods of increased workload, such as near renewal deadlines.
