NEW LOGIN PAGE GREETS MCE USERS

MoDOT Carrier Express users now see a streamlined log-in page when visiting www.modot.org/mce.


Users can log in with their current User ID and Password to access the familiar screens of MCE.


New customers and those who need 72-hour permits can link to needed webpages via the menu. Click "Contact" to find MCS' address and telephone information.


The simpler layout includes areas that allow MCS to share long- and short-term messages. When needed, short duration messages, such as scheduled system maintenance alerts, will appear in a red box. Long term notifications appear in a blue field. When there are no messages to share, the areas blend into the background.

RENEWAL AND FILING CALENDAR

     OCTOBER----------

1 - IRP - The last day to apply for renewal of apportioned license plates that expire Dec 31. If you have not started an application, begin now.  

1 - OSOW - 2024 Blanket permit applications accepted online beginning this month.  


31 - IFTA - 3rd Quarter IFTA return and payment, if applicable, are due. 


     NOVEMBER----------

15 - Intrastate Operating Authority - File a renewal application by this date to receive 2024 decals by January 1. 


20 - IFTA - Annual license and decals mailed to accounts in good standing starting this week. 


30 - IFTA - Contact MoDOT MCS if your account is in good standing but you have not received a 2024 IFTA license and decals.


     DECEMBER----------

1 - IRP - Carriers with plates that expire Dec. 31 must pay renewal fees by this date.


26- IRP - The typical start of the annual Internal Revenue Service maintenance shutdown.


31 - 2023 OSOW Blanket permits expire

31 - 2023 IFTA license expires

31 - 2023 Intrastate Authority stickers expire

31 - December 2023 IRP apportioned plates expire


     JANUARY      

- IRP - The last day to apply for renewal of apportioned license plates that expire March 31. Late fees apply after this date.  

1 - UCR - Enforcement of 2024 UCR begins. Also, no IRP or IFTA renewal activity can proceed without 2024 UCR completion from this date forward.

1 - MCS - MoDOT offices closed in observation of New Year's Day.

What you need to renew December-expiring license plates

Here's how to continue the process of renewal for your International Registration Plan apportioned license plates:


Before filing a renewal

  • Ensure the biennial MCS 150 is current and on file with the FMCSA at www.safer.fmcsa.dot.gov
  • Verify that business filings with the Missouri Secretary of State are in good standing. 
  • Verify that UCR and IFTA accounts are up-to-date.


Gather the following documents in an electronic format. (e.g. PDF, JPG, etc.)

  • Reporting of actual miles traveled from July 1, 2022 to June 30, 2023
  • A 2022 personal property tax receipt listing all vehicles. If applying after Dec. 31, a 2023 receipt is required. 
  • Submit a Heavy Vehicle Use Tax receipt (IRS-Form 2290) for July 2023 through June 2024. 
  • NOTE - The Internal Revenue Service annual maintenance shutdown typically takes place from late December to mid-January. During this time, no forms are processed. Consider filing an IRS Form 2290-Heavy Vehicle Use Tax and completing payment by Dec. 1. The annual IRS closure is not accepted as a reason for late renewal of IRP registration. IRP registration renewal is not granted without a 2290 receipt.


Apply for renewal by logging into your MoDOT Carrier Express account at www.modot.org/MCE

  • Visit www.modot.org/UsingMCE to watch tutorial videos on filing an account renewal online.
  • Monitor the Customer Dashboard to verify when documents are processed. There's no need to wait for our office to open!
  • Complete invoice payment by the December 1, 2023 deadline.


Plates that are not renewed must be returned following the expiration date.

In-person visits require appointments 

In the rare event that your transaction cannot be completed through conversation and email, please note that in-person visits with an agent require an appointment.


For an appointment , send an email with the subject line "In-person appointment" to contactMCS@modot.mo.gov” or call 1-866-831-6277 and choose Option 7.


Appointments are taken up to 30 days in advance of the visit date. A limited number of appointments are available each work day.

How to report fuel tax holidays declared in other states

Fuel tax holidays in other states could affect IFTA returns


Notices on the IFTA, Inc. website - www.iftach.org/important-notices.php include guidance for those carriers who traveled in jurisdictions that have declared fuel tax holidays. 


Please note that some holidays might affect consumers of gasoline and gasohol only. 


Keep up with tax holidays and important news from other jurisdictions by visiting the IFTAch.org website regularly. We suggest at least once per quarter, before beginning the quarterly filing process.


Electronic filers using MoDOT Carrier Express can claim qualifying fuel tax holiday miles and gallons in the Miles in Non-IFTA Jurisdictions and Fuel for Non-IFTA Jurisdictions fields. The entries are as follows:


  • Report all miles traveled in the state or province during the suspension period in Total Miles.
  • Exclude all miles traveled in the jurisdiction during suspension period in Total Taxable Miles.
  • Report tax-free fuel gallons purchased in the jurisdiction in Total Gallons.
  • Exclude tax-free fuel gallons purchased in the jurisdiction in Tax-Paid Gallons.


Be certain to make a comment that names the state/province specifically to indicate that the miles/gallons qualify for the fuel tax holidays in the jurisdiction(s). 


IF YOU HAVE ALREADY FILED an IFTA return and now learn some miles/gallons are affected by a fuel tax holiday, you can choose to file an amended return if you wish. Visit our IFTA webpage, https://www.modot.org/IFTA, to find a specific user guide that addresses how to amend a return.


As with all other fuel tax documentation, be sure to save your records for four years. Consult MoDOT's IFTA and IRP Recordkeeping Booklet for more details. 

UCR 2024 fees announced

2024 Registration Portal opens Oct. 1



Registration for 2024 UCR will open October 1, 2023. The deadline for registration is Dec. 31, 2023 with enforcement beginning Jan. 1, 2024.


2024 fees are reduced from the 2023 level. Please visit the UCR website, https://plan.ucr.gov to see the official fee schedule.


To ensure the quantity of registered equipment is correct, visit the FMCSA Registration Site. Scroll down the webpage to Existing Registration Updates and click the button "I need to update my USDOT number registration information or file my biennial update(MCS-150)," then complete the page that appears.

Beginning Jan. 1, 2024, MoDOT will not process an IRP or IFTA renewal without a complete 2024 UCR filing.

Be sure to finish outstanding supplements before starting a renewal. 


Open supplements assigned to a prior year can cause issues throughout the process of filing an annual renewal.
