REST AREA CONVERSIONS ADD TRUCK PARKING SPACES ON I-29 & I-35

Following a summer of construction, the former rest areas at Lathrop (I-35 South) and Dearborn (I-29 South) reopened in early November as truck parking facilities with vault-style restrooms.


At Lathrop 20 parking spaces exist where there had been eight. At Dearborn, an additional 14 spaces increase available spots to 37.

Timing of TVRs crucial to fleet compliance

Carriers who add a new unit or who transfer a plate from an existing unit to a new unit may obtain a 45-day temporary vehicle registration (TVR). This allows the carrier to place a power unit into operation prior to final approval of supporting documents and issuance of a credential.


The timing of the TVR is crucial. If a carrier allows a TVR to expire without providing all required documents and paperwork, their entire fleet may be suspended.


MoDOT will not extend a TVR for an unreleased title or because a carrier cannot obtain a Form 2290 during the annual IRS maintenance shutdown.


Once the supplement to add the new power unit is closed, MCS may extend an existing TVR to cover the time it takes to ship the new license plate to the carrier.

During a recent Heavy Vehicle Use Tax review, MoDOT learned we must be more exacting of the paperwork accepted from Missouri-based carriers. In particular, the IRS Form 2290 must be both date-stamped and bear the Internal Revenue Service’s e-file mark.


When uploading Form 2290s, ensure the document features both the date and IRS e-file logo stamps. If the marks are not visible, MoDOT cannot accept the form as proof of Heavy Vehicle Use Tax payment. 


PLAN FOR IRS ANNUAL MAINTENANCE SHUTDOWN

The Internal Revenue Service annual maintenance shutdown typically occurs from late December to mid-January. During this time, IRS processes no forms. Consider filing an IRS Form 2290-Heavy Vehicle Use Tax and completing payment by Dec. 1.


The annual IRS closure is not accepted as a reason to waive late renewal fees for IRP registration.

FMCSA narrows scope of emergency declaration exceptions



Effective December 12, 2023, emergency declarations issued by authorized officials or FMCSA only allow for an exemption to Parts 395.3 and 395.5-maximum drive time for property and passenger carriers Similarly, tow trucks providing direct assistance during an emergency when a request has been made by a Federal, State, or local police officer to move wrecked or disabled motor vehicles will only be exempt from 395.3-maximum drive time for property carriers.


Regional emergencies issued by the governor of a state, their authorized representatives, or FMCSA shall not exceed 14 days or when direct assistance in providing emergency relief has concluded, whichever is less. Local emergencies issued by Federal, State or local government shall not exceed 5 days or when direct assistance in providing emergency relief has concluded, whichever is less.


Emergency declarations issued by the President of the United States will continue to allow for an exemption to Parts 390-399 for up to 30 days or when direct assistance in providing emergency relief has concluded, whichever is less. Residential heating fuel shortages as declared by the Governor of a State will also continue to allow for an exemption to Parts 390-399 for up to 30 days. This exemption can be extended an additional 30 days up to two times, totaling 90 days.

What you need to renew December-expiring license plates

Here's how to continue the process of renewal for your International Registration Plan apportioned license plates:


Before filing a renewal

  • Ensure the biennial MCS 150 is current and on file with the FMCSA at www.safer.fmcsa.dot.gov
  • Verify that business filings with the Missouri Secretary of State are in good standing. 
  • Verify that UCR and IFTA accounts are up-to-date.
  • Ensure all outstanding supplements in IRP are paid and closed. Outstanding invoices that have set ANY program to delinquent or non-compliant status must be paid before a renewal application is opened.


Gather the following documents in an electronic format. (e.g. PDF, JPG, etc.)

  • Reporting of actual miles traveled from July 1, 2022 to June 30, 2023
  • A 2022 personal property tax receipt listing all vehicles. If applying after Dec. 31, a 2023 receipt is required. 
  • Submit a Heavy Vehicle Use Tax receipt (IRS-Form 2290) for July 2023 through June 2024. 
  • NOTE - The Internal Revenue Service annual maintenance shutdown typically takes place from late December to mid-January. During this time, no forms are processed. Consider filing an IRS Form 2290-Heavy Vehicle Use Tax and completing payment by Dec. 1. The annual IRS closure is not accepted as a reason for late renewal of IRP registration. IRP registration renewal is not granted without a 2290 receipt.

  • Visit www.modot.org/UsingMCE to watch tutorial videos on filing an account renewal online.
  • Monitor the Customer Dashboard to verify when documents are processed. There's no need to wait for our office to open!
  • Complete invoice payment by the December 1, 2023 deadline.


IRP renewal docs are reviewed in the order they were received.

When you complete your upload of all IRP apportioned plate renewal documents, your packet of information heads to the back of a checkout line of sorts for review.

Review is not automated. Agents look at each account and every document to verify completeness. That means that when many carriers submit at the same time, say the week of a deadline, it could take more than a workday for MCS to issue a cab card.

We encourage you to submit the full array of documents as soon as possible. Though many carriers like to complete the renewal process in one visit, if you have documents, but not the payment, load the docs and log in later to pay. Carriers can pay anytime in the process once the supplement is invoiced.  


Plates that are not renewed must be returned following the expiration date.

Keep in mind that renewal documents must be reviewed by MCS agents before credentials are issued. Payment alone does not suffice.

20 - IFTA - Annual license and decals mailed to accounts in good standing starting this week. 


23 - MoDOT - Offices closed in observance of Thanksgiving Day.

24 - State of Missouri - Offices closed by order of Governor Parson.


30 - IFTA - Contact MoDOT MCS if your account is in good standing but you have not received a 2024 IFTA license and decals.


     DECEMBER----------

1 - IRP - Carriers with plates that expire Dec. 31 must pay renewal fees by this date.


25 - MoDOT - Offices closed in observance of Christmas Day.


26- IRP - The typical start of the annual Internal Revenue Service maintenance shutdown.


31 - 2023 OSOW Blanket permits expire

31 - 2023 IFTA license expires

31 - 2023 Intrastate Authority stickers expire

31 - December 2023 IRP apportioned plates expire


     JANUARY      

- IRP - The last day to apply for renewal of apportioned license plates that expire March 31. Late fees apply after this date.  

1 - UCR - Enforcement of 2024 UCR begins. Also, no IRP or IFTA renewal activity can proceed without 2024 UCR completion from this date forward.

1 - MCS - MoDOT offices closed in observance of New Year's Day.
