Please keep in mind that the doors of our office are closed. Document drop-off and in-person visits remain suspended. No walk-in service is available.
The 2021 UCR registration period begins October 1
Unified Carrier Registration for 2021 opens when the National Registration System goes live Oct. 1.

Those subject to UCR should file online at www.ucr.gov or hire a service to do so. Fees for next year are the same as for 2020.

Registration and payment must be completed electronically by a method of the user's choice.

Gather Supporting Documents Ahead of IRP Renewal
Apportioned license plate renewals must include:

Reporting of actual miles accrued by the fleet during the mileage reporting period. For Dec. renewals, report miles from July 1, 2019 - June 30, 2020. 

Submission of a 2019 personal property tax receipt listing all vehicles

Submission of an IRS 2290 Form for July 1, 2020 to June 30, 2021 - Heavy Vehicle Use Tax receipt

Renewal applications are due the first day of the quarter in which the plate expires. Payment is due the first day of the month of expiration. Penalties apply after due dates.

We encourage carriers to file an application and to pay online. Find step-by-step instructional guides on using MoDOT Carrier Express at www.modot.org/irp. Please note that phone lines are busiest in the weeks between the payment due date and shortly after plate expiration - for the next period, that means the phones will be busiest Dec. 1-31 and into the early weeks of January.

Reminder:
Those whose IRP plates expire Dec. 31 or March 31 are advised that every December, the IRS closes its public interface for updating its systems and for training. Be certain your IRS 2290 receipt is in hand by November 30 to avoid renewal delays.

When you submit a fax or send us an email at ContactMCS@modot.mo.gov, it’s natural to wonder if your message arrived safely.
Rest assured - within 15 minutes, you should receive a confirmation fax or email, letting you know your document(s) arrived.
Please resist the urge to call to confirm receipt until 30 minutes have passed with no “message received” notice from us.
We hate for you to wait on hold while a confirmation is on its way back to you. Looking for the message first will also help keep MoDOT agents available for faster service when you call for other reasons.

Missouri traffic fatalities, crashes surge
Though traffic volume was half of normal, for several months, Missouri's traffic fatality rate is up nearly 12% so far in 2020. Also, truck-mounted attenuators (a.k.a. crash cushions) absorbed much of the force of 40 crashes into MoDOT vehicles. That's TWICE the number of TMA crashes experienced by this time last year.

What's the cause? Distracted driving is recognized as a major factor why crashes occur.

Unbuckled motorists account for much of the increase in fatalities and serious injuries. A 2019 survey observed that 88% of Missouri travelers buckle up.
The 12% who don't use a seat belt represent 68% of this year's fatalities.

As transportation professionals, your word holds sway with your friends and family. Remind them that operating a motor vehicle requires constant attention and that you expect them to be a smart traveler and buckle up.
School Bus Safety
Motorists risk children’s lives when they fail to stop for the school bus as it loads and unloads passengers. Yet it’s estimated that over 10 million drivers illegally pass school buses every year.

To keep children safe, start by learning our laws by visiting the page on the subject at the Missouri State Highway Patrol website.

Remember that there is no “safe” way to illegally pass the school bus, so be cautious. Finally, report aggressive drivers by calling 911.
Medical exam and certification expirations extended
The Federal Motor Carrier Safety Administration recently published another extension of the medical examination and certification requirements due to the on-going effects of COVID-19.

The documents of drivers whose medical examinations originally expired on Mar. 1, 2020 through May 31, 2020 will remain valid through
Oct. 31, 2020. This is beyond a previously announced extension date.

Drivers whose medical exam documents expire June 1, 2020 or later, remain valid through Dec. 31, 2020.

Drivers must have had a valid medical examination/certification that was issued for a period of 90 days or more to be eligible for the extensions. 

Though the FMCSA also made it possible for states to extend CDL expiration dates, Missouri did not accept and adopt this portion of the waiver.

Changes to SPE Certificates Rule Allows Deaf and Hard-of-Hearing Intrastate Exemption Process
On Sept. 30, Missouri's Code of State Regulations will include notice of a change to Missouri's Skill Performance Evaluation Certificates for Commercial Drivers rule. When it becomes effective on Oct. 30, an intrastate exemption process for deaf and hard-of-hearing drivers begins.

Existing drivers who develop a hearing loss can apply for an exemption to continue their careers. Also, those who previously could not consider a job as an intrastate truck driver because of a hearing impairment can apply.

A hearing exemption application packet is published on the MoDOT website, however, no applications can be accepted until Oct. 30.

The rule change also clarifies the types of medical professionals whose examinations qualify for consideration during the SPE application and renewal process.
