MoDOT MCS Adjusts Business Hours
MoDOT Motor Carrier Services will change its business hours on March 16.

MCS telephones will then be answered from 7:30 a.m. to 4 p.m.(CT).

Visitors to the office can receive walk-in service between 7:30 a.m., and 3 p.m.

Those who arrive between 3 and 4 p.m. can choose to return to the office on a future date or drop off the paperwork.

The change comes as MCS shifts its resources to cover core hours. As a result, more agents will be available during the busiest hours.

When you submit a fax or send us an email, it’s natural to wonder if your message arrived safely.
Rest assured, within 15 minutes, you should receive a confirmation fax or email, letting you know your document(s) arrived.
Please resist the urge to call to confirm receipt until 30 minutes have passed with no “message received” notice from us.
We hate for you to wait on hold while a confirmation is on its way back to you. Looking for the message first will also help keep MoDOT agents available for faster service when you call for other reasons. Thanks for your cooperation. 
The 2020 UCR registration period is now open
For the third consecutive year, businesses subject to UCR will see a reduction in fees. The fee reductions for 2018-2020 are based on recommendations from the UCR Board of Directors to FMCSA following several years of higher than expected collections.

All registration and payment must be completed electronically through a method of the user's choice.

UCR Recommends Enforcement Start on June 1, 2020
State enforcement of the UCR registration requirements commonly begins January 1. But since the opening of the 2020 registration period was delayed several months due to a delay in the approval of fees, the UCR board requested states delay enforcement until June 1, 2020.
I-70 Bridge work to restrict lanes at St. Louis/St. Charles
Eastbound bridge redecking will reduce available lanes through fall
Interstate 70 travelers in the St. Louis area will encounter a major work zone at the Blanchette Bridge over the Missouri River at mile marker 229 this spring through the fall.

While the eastbound bridge receives a new deck, both directions of travel will be impacted.

Two eastbound lanes will move onto the westbound bridge and two eastbound lanes will remain on the eastbound bridge during construction.

The westbound bridge will also carry three lanes of westbound traffic.

Reduced lane availability and work zone speed limits will greatly slow traffic.

Commercial motor vehicle drivers are encouraged to use Mo. Route 370 as an alternate route to avoid congestion and save time.

Route 370 roughly parallels I-70 and carries three lanes in each direction.
It connects with I-70 at MM 224 and with I-270 at MM 22.

MoDOT supports national effort to fight human trafficking
MoDOT joined with other transportation stakeholders to help fight human trafficking, an effort that U.S. Transportation Secretary Elaine Chao said called for renewed focus through the Transportation Leaders Against Human Trafficking pledge.

“We appreciate Secretary Chao’s leadership on this important issue which reinforces and compliments regional efforts underway,” MoDOT Director Patrick McKenna said. “We are committed to educating our employees and raising public awareness of human trafficking issues impacting our state and nation.”

2020 marks the 20-year anniversary of the passage of the Trafficking Victim’s Protection Act of 2000. In 2019, Missouri ranked 12th nationally with 178 reported human trafficking cases.
FMCSA Extends Compliance Date for Entry-Level Driver Training
FMCSA amended its December 8, 2016, final rule, "Minimum Training Requirements for Entry-Level Commercial Motor Vehicle Operators", by extending the compliance date for the rule from February 7, 2020, to February 7, 2022.

The additional time allows FMCSA to complete development of the Training Provider Registry. The TPR will allow training providers to self-certify that they meet the training requirements and will provide the electronic interface that will receive and store entry-level driver training certification information from training providers and transmit that information to the State Driver Licensing Agencies.

The extension also provides states more time to modify their information technology and complete other tasks. FMCSA is delaying the entire ELDT final rule, as opposed to a partial delay as proposed, due to delays in implementation of the TPR that were not foreseen when the proposed rule was published.
