2019 UCR Enforcement Begins April 1
Because the start of the annual UCR registration period was delayed, the UCR board recommended that enforcement of compliance with the program also be delayed. Those who have not yet completed registration and payment have until March 31 to do so, as enforcement begins April 1.

Carriers who are cited for failure to comply will find that fines in some jurisdictions exceed UCR program costs. If you haven't already, make a note to file today!
FMCSA online guide explains Federal safety regulations.
FMCSA recently launched the Motor Carrier Safety Planner , a new online guide to help large truck and bus companies better understand and comply with the Federal Motor Carrier Safety Regulations.

The safety planner provides plain-language summaries of safety regulations along with sample forms and templates.
Heavy Highway Use Tax
Year-End Reminders
Those carriers who operate on public highways during the entire year, must file and pay the federal Heavy Highway Use Tax (IRS From 2290) by the end of August .

Proof of a paid Form 2290 is required of carriers with IRP apportioned license plates at renewal time.

To avoid a registration renewal delay, it is important that those whose apportioned plates expire Dec. 31 or March 31 obtain a copy of their paid Form 2290 by the end of November. The IRS closes for all but internal business in December.
ALL MoDOT Carrier Express Programs Work With ALL
Internet Browsers
Following a change to the Hazardous Waste/Waste Tire program on March 7, MoDOT Carrier Express is now fully accessible using any internet browser.

Previously, the program's use of a Java plug-in limited HW/WT carriers to using a single browser.

This final step completes work toward a goal requested by MoDOT customers.
Work Zones in Full Swing
Drivers used to seeing quick-strike pothole crews will see more traditional work zones on Missouri highways soon.

A bridge rehabilitation project on the westbound lanes of Interstate 44 at MM 6 started the 2019 project season in February. The early start was needed to ensure the rehabilitation of both east- and westbound bridges at this location are complete by fall.

Find work zone location information on the MoDOT Traveler Information Map ( www.modot.org ) or look for the Trucking Corridor Report in your email on Fridays, April to October.
Be sure to receive the corridor report by subscribing to Incident/Corridor Reports HERE .
MoDOT Security:
Update Contact Info & Prevent e-Check returns

MoDOT takes seriously its responsibility to keep motor carriers' information private . We can discuss accounts only with those on record as official contacts, appointed by the companies we serve.

The next time you are logged in to MoDOT Carrier Express, click Contact List to be sure it contains the names of those authorized to speak regarding your account. If any changes are needed, please give us a call.
***
In the past several weeks, MoDOT MCS received a number of returned e-checks as the result of increased security on the part of banks and other financial institutions.

To keep this from becoming an issue with your account, please contact your bank and ask them to pre-authorize Missouri Department of Revenue electronic transactions processed through "JetPay."

The few minutes you take to pre-authorize could save both our offices several hours of work.
We're Going CASHLESS
Especially during times of high demand, customers often ask us to make more agents available to answer phones. We've found a way to do that.

As of Monday, April 1, 2019, MoDOT Motor Carrier Services will no longer accept cash at our office.

Customers' use of cash steadily declined in the past several years, but the time required for cash-handling procedures remained the same. That time amounts to several hours of effort each day. We think that time is better used in direct service to you.

Checks, money orders and electronic payments through e-Check or by debit/credit card remain as payment options.

You've stopped to fuel up and notice something unusual. Perhaps you encounter a person who seems fearful or nervous and never out of another person's eyesight. Maybe while waiting in line to order lunch, a guy seems not to know what city he is in or someone interrupts your conversation to steer you away. Did you just encounter an enslaved person sold into housework, farm work, sex work, construction, restaurant or other labor?

If you are concerned that someone is being forced into an activity and is unable to leave, report it.

Call the National Human Trafficking Resource Center Hotline at 1-888-3737-888.
Text 233733 (BeFree) to relay what you have seen and heard.

The hotline is open 24 hours a day, 7 days a week. It is anonymous and confidential.
