Mobile County Soccer Complex Construction to Start this Spring

Great news everyone! On Monday, March 11, during our regular meeting, the Mobile County Commission is expected to vote on awarding a $4.087 million bid contract to John G. Walton Construction Company, Inc. to complete Phase I of the Mobile County Soccer Complex.
Phase I will include two tournament quality fields and two seeded practice fields along with irrigation and sewer, lighting, landscaping, a parking lot and an entrance road. Construction of Phase I is expected to be completed by January 2020. The next phases, to complete all 10 tournament quality lighted fields including a championship field with bleachers and concession and restroom buildings, will be completed as funding becomes available through the County’s future capital improvement programs, grants and community fundraising sources.

Funding for Phase I includes $1.2 million from GOMESA (Gulf of Mexico Energy Security Act) for an environmentally-friendly permeable parking lot. The balance of Phase I costs will be allocated from Commission District 2 Capital Improvement Program Funding, and Pay-As-You-Go Transportation Program funding to improve Hall’s Mill Road and Lee’s Lane. The Soccer Complex is located on approximately 60 acres near the intersection of I-65 and I-10 off of Hall’s Mill road and Lee’s Lane.

Many thanks to all of those who have helped make this vision a reality! Soccer enthusiasts have been waiting for this complex for a very long time and I am delighted that construction will soon begin to help address this ever-growing recreational need in Mobile County.

Semmes Camellia Festival
Commissioner Hudson attended the annual Semmes Camellia Festival held at Semmes First Baptist Church on February 2, which celebrated Semmes’ nursery history with camellia displays, tablescapes, and guest lectures. She also visited the Semmes Heritage Park and Museum Open House, which included a tour of the Malone Chapel and the early 20th century log cabin.
MGM Visits Government Plaza
On February 7, 18 senior students from Mary G. Montgomery High School, along with teachers Christina Skelton and Terra Price, visited with Commissioner Hudson and attended the County Commission Conference Meeting during their City/County Government field trip.
Leadership South
Members of Leadership South attended the Mobile County Commission Conference Meeting on February 7, afterwards meeting with the Commissioners to discuss county government. Leadership South is comprised of a group of professionals currently employed by the University of South Alabama (USA) who are committed to supporting and leading growth and progress at USA and throughout the community.
Mobile Area Chamber of Commerce Legislative Luncheon
On February 7, Commissioner Hudson attended the Mobile Area Chamber of Commerce Legislative Luncheon, honoring members of the Southwest Alabama Legislative Delegation. Pictured with Commissioner Hudson is the luncheon’s keynote speaker, Katie Britt, the new President and CEO of the Business Council of Alabama.
Semmes Chamber of Commerce Luncheon
Commissioner Hudson was the guest speaker for the  Semmes Chamber of Commerce  Luncheon on February 13. Some of the topics discussed included the County’s purchase of the Escatawpa Hollow Campground, the Semmes Senior Center expansion, Love Your Community anti-litter campaign, and the Mobile County Soccer Complex.
Mobile Area Chamber of Commerce Annual Meeting
On February 13, the Mobile Area Chamber of Commerce held their 182nd Annual Meeting at the Mobile Convention Center. Pictured with Commissioner Hudson is the 2019 Delchamps Award Winner, Bestor Ward.
CPOA Appreciation
On March 6, David Eddie, President of the Mobile Chapter of the U.S. Coast Guard Chief Petty Officers Association (CPOA), presented Commissioner Hudson with a Certificate of Appreciation and Challenge Coin, recognizing the County Commission’s assistance provided to local Coast Guard personnel and their families through gift card collections during the government shutdown.
MOBILE COUNTY ANIMAL SHELTER ADOPTABLE PETS
"Spud" is the Pet of the Week at MCAS. He is a 1-year-old Bulldog mix who loves to play, and his $40 adoption fee covers his neuter, vaccines, heartworm check, wormer, and a microchip.

If you are interested in adopting " Spud"  or any of our other adoptable pets, stop by the shelter at 7665 Howells Ferry Road.

With the exception of holidays, the shelter is open:  
  • Monday - Friday: 10 AM - 4 PM
  • Saturday: 10 AM - 2 PM

AZELEA BLOOM OUT AT BELLINGRATH
Azalea Bloom Out at Bellingrath Gardens and Home
 
Each spring, guests at Bellingrath Gardens and Home enjoy the blooms of more than 250,000 vibrant azaleas in an explosion of color throughout the 65-acre estate. The annual Azalea Bloom Out goes back to Bellingrath’s earliest beginnings in 1918, when Walter Bellingrath purchased a rustic fishing camp on Fowl River. His wife, Bessie, who loved gardening, wanted to beautify the property and relied on old-growth azaleas as a starting point. Ever since, Bellingrath Gardens has been synonymous with the Gulf Coast’s beautiful azalea season. 
 
Fun fact: Bessie Bellingrath’s gardening skills also provided the spark that led to the creation of Mobile’s famous Azalea Trail in 1929. The Bellingraths’ neighbor across South Ann Street in Mobile, Sam Lackland, often observed the countless cars driving through their property to admire their azaleas each spring. Mr. Lackland was a retired hotel executive, and after a trip to Charleston one spring, he was told that the hotels were all booked because of tourists coming to see the azaleas. He returned to Mobile and approached the City Commission with the idea of establishing an Azalea Trail to attract tourists. With the help of the Junior Chamber of Commerce, Mobile’s Azalea Trail was presented in the spring of 1929.
 
Today, visitors to Mobile may enjoy the newly reestablished Azalea Trail in Mobile and the Azalea Bloom Out at Bellingrath. The Azalea Watch page is updated daily on their website,  bellingrath.org

MARCH SPRING EVENTS
"Oh Whata Night" Fundraiser for Tuder Family
Monday, March 11, from 5:00 PM - 8:00 PM
Mobile Whataburger Location
 
Whataburger is hosting an "Oh Whata Night" event to honor Mobile's fallen Officer Sean Tuder with all three Mobile restaurant locations participating. According to the franchise owner, 20% of the proceeds from the three restaurants during the three hour period will be donated to the Tuder family.
 
The event will include a meet and greet with police officers at the Schillinger Road and Cottage Hill Road locations. On-site will be the Mounted Unit, K-9 Unit, Traffic Safety Motors, the SWAT Unit BearCat, and McGruff the Crime Dog. A rock wall for children will be provided by Officer Tuder's National Guard Unit.

42nd Annual Azalea Trail Run

Join the Port City Pacers on March 23, 2019 for the 42nd Annual Azalea Trail Run, one of the premier 10K road races in the United States and the 2011 RRCA National 10K Championship. The event also includes 5K and 2K runs. All of the courses are flat and extremely fast.

A special night of dinner and dancing at the Inaugural Lemon Face Gala!

Aubreigh’s Army Foundation 328 is named for Aubreigh Nicholas, an 11-year-old girl from Mobile, Alabama who battled DIPG for 11 months before passing away in August of 2018. On her 11th birthday, March 28, 2018, Aubreigh started the Lemon Face Challenge to bring awareness to the monster called DIPG, the deadliest form of childhood cancer. This foundation now commits to continue the legacy Aubreigh started and to continue her fight against DIPG. By supporting this event, you can be a part of the team fighting for a cure for these children.

This Gala will include both silent and live auctions and an exciting program to showcase important developments in DIPG research.Tickets include your entry to the gala, dinner, and drinks. Cocktail attire.

MOBILE COUNTY FINANCIAL UPDATE
General Fund Budget Report Narrative
As of January 31, 2019

Revenue
January 2019 marks the fourth month of the fiscal year which began October 1, 2018. The County should be operating at 33% of budgeted revenue. For the four-month period ending January 31, 2019, general fund revenue totaled $62,670,023. Revenue recorded represents 42.02 % of budget. Of the $62,670,023 received through January 2019, 71% was generated from the collection of taxes.

Expenditures
Excluding transfers, the County expended $41,474,992 in its general fund through the fourth month of the fiscal year. Expenditures are 28.47% of the budget for the period. 

Public safety expenditures comprised 50% of total expenditures, while 33% of expenditures went toward general government activities. The remainder of expenditures for the period were expended on sanitation, social services, education initiatives, cultural and recreational activities, debt service and capital outlay.

The County transferred $988,768 to other funds. The fund balance in the general fund increased by $20,206,263 during the period, which resulted in an ending general fund balance of $77,723,720.

Summary
As the County begins fiscal year 2019, revenue and expenditures will be monitored closely against budget estimates. In the event a trend emerges in which revenue does not meet expectations, measures will be implemented to reduce spending in an effort not to produce a deficit at the end of the fiscal year.
