Retail Consulting Services

The City of Tracy is requesting proposals for retail consulting services. Proposals are to be submitted to the Office of Mobility & Housing, 333 Civic Center Plaza, Tracy, California, 95376. The San Joaquin Council of Governments (SJCOG) and the California Department of Transportation (CALTRANS), District 4 and District 10 are developing the I-205 Managed Lanes project to address increased commute times and corridor congestion on I-205 from I-5, through the City of Tracy, and through to the Alameda/San Joaquin County border.

Valley Link Rail Project - Connecting Commuters from San Joaquin Valley to the Bay Area


The Valley Link project will connect Northern San Joaquin County communities to the Tri-Valley and Bay Area Rapid Transit (BART) through frequent and fast rail service via the route of the historic Transcontinental Railroad right-of-way through the Altamont Pass.

San Joaquin Council of Governments Unmet Transit Needs Assessment

The San Joaquin Council of Governments (SJCOG) determines the amount of public transportation funds available for allocation within the

cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton, and Tracy,

and the County of San Joaquin.


SJCOG staff completed and released the FY 2023-24 Unmet Transit Needs Assessment Report and opened the public comment period on April 5, 2023, and closed it on May 5, 2023. Staff received public comments and incorporated all comments into the report. On June 22, 2023, the SJCOG Board voted to approve the final report.


Unmet Transit Needs comments are welcomed year-round! Comments can be submitted to utn@sjcog.org.

San Joaquin County Housing

Rehabilitation Program

Does your house need utility connections, re-roofing, electrical or plumbing repairs, structural, heating, weatherization, kitchen or bathroom restorations? The San Joaquin County Housing Rehabilitation Program may be able to assist you in improving your property in San Joaquin County.


The program offers low-interest amortized and deferred payment loans. Each is designed to make needed maintenance affordable for low-income homeowners.
