With special guests from the City of Oklahoma City and the Metropolitan Fair Housing Council, we’ll discuss housing initiatives backed by MAPS 4, various HUD initiatives, as well as fair housing and lending.

Kim Cooper-Hart has worked in the Planning field for nearly 20 years in Oklahoma City and currently manages the Plan Development and Implementation Division of the City's Planning Department. This division is supported by about a dozen dedicated professionals who manage the City's active transportation planning, long range projections and analyses for growth and lands use, the care and feeding of the City's comprehensive plan - planokc, commercial and cultural district revitalization, and neighborhood revitalization. Kim’s current project is managing the development of the Housing Affordability Plan.


Prior to moving from the Bay Area California to Oklahoma, she obtained her B.S in Organizational Behavior and MBA in Global Technology Management and worked in quality management, manufacturing operations, technical user education, and web application project development. 

Ge’Andra Johnson, Esq., serves as Senior Staff Attorney & Legal Program Director for Metro. In 2018 Ge’Andra served as Co-Counsel with Attorney Chris Brancart, obtaining settlement of $50,000 on behalf of a disabled woman in United States Federal District Court (W. D. Okla.), (Nicola Mariott v. Christine Irvin & Jim Irvin, Civil Action No. CIV-18-327-D. She served as Attorney Liaison to lead Counsel Chris Brancart in the landmark case Metropolitan Fair Housing Council of Oklahoma, Inc., et al. v. Walter Ray Pelfrey, etc., et al., Consolidated Case Nos. CIV-15-1331-HE and CIV-17-393-HE, settled in 2017 in the amount of $800,000.00 for seven (7) African American women sexually harassed by their landlord.


She joined MFHC in 2013 as a Volunteer Fair Housing Tester and Legal Intern while attending University of Oklahoma (OU) College of Law. In 2014 she served as Part-Time Law Clerk to MFHC Staff Attorney Lydia Y. Green (current Oklahoma County Judge) conducting complex testing activity and in 2015 became MFHC’s Full-Time Law Clerk & Testing Coordinator. In 2015 she received her Juris Doctorate from OU College of Law.


In 2016, she was admitted to the Oklahoma Bar Association. She is licensed to practice law in federal court in the United States District Court for the Western and Eastern Districts of Oklahoma. In 2016, Ge’Andra was awarded the prestigious two (2) year Gallogly Family Foundation Public Interest Law Fellowship of $100,000.00 ($50,000 per year) to start her public interest legal career as Staff Attorney at MFHC.

April J. Moaning, Esq., serves as part-time Staff Attorney and Legal Intern Supervisor for Metro. She holds a BA in Economics from Oklahoma State University and received an academic scholarship from the University of Tulsa College of Law where she later earned her Juris Doctorate. She was admitted to the Oklahoma Bar Association in 2013 and began her legal career as a solo practitioner with an emphasis on criminal defense and family law. She joined Metro in 2016 as a Volunteer Fair Housing Tester in Metro’s Investigations department until 2020, when she joined Metro’s Law Department as Staff Attorney. She is licensed to practice law in federal court in the United States District Court for the Western and Eastern Districts of Oklahoma. She serves on the Board of Trustees for the Oklahoma Bar Foundation (OBA), cochairs the OBA Membership Engagement Committee and serves on the OBA Executive Director Search Committee.
