2021 AGC SD Board President Mike Williamson Selected as Good Scout of the Year
AGC San Diego is proud to announce that industry partner San Diego – Imperial Council Scouting America will recognize Mike Williamson, President of Pacific Coast Iron, as the Good Scout of the Year.

In recognition of his commitment to leadership, service, and community service, Scouting America will honor Williamson at their 19th Annual Construction & Building Industry Lunch-O-Ree May 7 at the Paradise Point Resort & Spa. Selected to keynote this special event is Rear Admiral Bret Muilenburg, Ret.

Williamson is a retired Captain in the United States Navy Civil Engineer Corps (CEC), having served 28 years of distinguished military service. He entered the Navy through the NROTC program as a Surface Warfare Officer and later transferred to the Civil Engineer Corps, where he held numerous leadership roles both stateside and overseas. His service included deployments to the Persian Gulf during Operation Desert Shield and participation in Operation Iraqi Freedom as Executive Officer of Naval Mobile Construction Battalion SEVENTY-FOUR.
During his career, Williamson oversaw major construction and infrastructure programs supporting the U.S. Navy and Marine Corps, including multi-billion-dollar initiatives while serving as Officer in Charge of Construction for Marine Corps Installations West and later as Commanding Officer of NAVFAC Hawaii.
Following his retirement from the Navy, Williamson transitioned seamlessly into the construction industry and currently serves as President of Pacific Coast Iron, a mid-size steel fabrication company performing state, federal, and private sector work throughout Southern California and Arizona.
Williamson has been an active and dedicated leader within AGC San Diego for nearly a decade. He has served on the AGC San Diego Board of Directors since 2016 and served as AGC San Diego President in 2021, continuing to advocate for workforce development, industry professionalism, and community engagement.
In addition to his professional accomplishments, Williamson is deeply committed to supporting the Seabee community and future generations of builders and leaders. He currently serves on the boards of both the Seabee Memorial Scholarship Association and the Seabee Historical Association. Through his leadership and passion for service, Williamson has raised over $500,000 for Seabee scholarships through his annual golf fundraiser at Fairbanks Ranch Country Club, directly supporting education and opportunities for Seabee families.
Williamson’s career reflects the core values of Scouting America: leadership, integrity, service, and stewardship. His dedication to mentoring others, strengthening the construction industry, and giving back to those who serve makes him a truly deserving recipient of the Good Scout of the Year Award.

St. Paddy's PAC - Next Meeting Upcoming on March 17

Grab your green, er, coffee, and join AGC’s Political Action Committee (PAC) on March 17! AGC’s PAC is your chance to meet candidates for office and help support
pro-infrastructure people and initiatives. The primary election is just three months away and we need your help! AGC’s Board of Directors has made four endorsements this cycle so far: Jordan Marks for Assessor, John McCann for Mayor of Chula Vista, Mike Sannella for Mayor of San Marcos, and Lindsey Smith for San Marcos Council.
For this upcoming meeting, we've invited several candidates running for local office, including former San Diego City Attorney Mara Elliott and San Marcos City Councilman Ed Musgrove, both vying for the State Senate seat being vacated by Brian Jones who is retiring due to terms limits. This will be one of the most closely watched races in the state. We have also invited Mayor Dane White of Escondido who is running for re-election, as well as other city council candidates.
Please note that in order to be as accessible as possible to our membership, the meeting will be held at the offices of AGC Member - Finch, Thornton & Baird, LLP.

PLA Playbook: Understanding the SANDAG Community Benefits Agreement (CBA)

The SANDAG Community Benefits Agreement (CBA), also known as a Project Labor Agreement (PLA), governs labor standards, hiring, and compliance requirements on SANDAG construction projects valued at $5 million or more.
Here is what you need to know:
Contractors and subcontractors must sign a Letter of Assent (LOA) before performing any covered work. This, as detailed in a previous PLA Playbook article, binds the contractor to the terms and conditions of the agreement.
Attendance of a pre-job conference with the unions at least 10 days before starting work is mandatory so that an appropriate craft by scope of work can be claimed by the union. Keep in mind that the union, not the contractor, determines which local a contractor is bound to for the duration of the project and scope of work.
The CBA requires hiring goals for Local Workers, Disadvantaged Workers and Targeted Workers, with detailed workforce reporting requirements and liquidated damages if these goals are not met. Additional compliance requirements include drug testing,
labor-management meetings, dispute resolution procedures, and participation in workforce development programs.
With limited exception, Core Employees (contractor’s own workforce) are limited to a maximum of three, and must meet strict requirements: be a journeyperson or registered apprentice, be on a contractor’s payroll for 60 of the last 120 working days, and appear on a Core Employee List submitted to the Unions prior to beginning work.
Keep in mind, if the Core List is not submitted to the Union before work starts, the contractor cannot use Core Employees for 30 days. In addition, after submitting the Core List, contractors are prohibited from making changes or substitutions for the duration of the project.
Non-core workers must be obtained through union hiring halls, using SANDAG’s workforce dispatch request form which lists qualifying zip codes and allows for dispatch of qualified Disadvantaged Workers.
But wait, there’s more….
Contractors must pay fringe benefits into union trust funds for all hours worked on the project, and non-signatory contractors may experience double benefit payment obligations if they already have in-house benefit plans.
And finally….
Each contractor performing work on a project covered by the SANDAG CBA is required to use a Skilled and Trained workforce. More information about these important requirements can be found on a previous Training Camp article found here.
