Dear Friends:


I hope the holiday season was a joyous one for you and your families. The County Office Building was home to holiday concerts from eleven area schools, a Hanukkah celebration, and Kwanzaa storytellers – a sampling of the many ways Monroe County families observe holiday traditions. The end of the year also brought the graduation of almost 100 new Emergency Medical Service providers from Monroe Community College, many of whom will go on to be certified and serve EMS agencies in the City of Rochester and surrounding towns, improving the availability of high quality prehospital care for all of our residents. I was also proud to announce the appointment of my former Chief of Staff Amy Grower to the role of Deputy County Executive beginning January 1, replacing Jeff McCann who has gone on to become the new Supervisor of the Town of Greece. Amy has led some of the County’s most important recent initiatives, including the Transformational Community Care Coordination Program, and will hit the ground running as we enter 2026. You can read more about Amy and other new developments below.

Recycle Your Paper and Plastic To-Go Cups

Curbside recycling bins in Monroe County now welcome even more recyclable items! Clean and empty paper cups, along with clear and white plastic takeout cups—such as those used for fountain sodas and hot or iced coffee drinks—are now accepted as part of our recycling program.

Overwhelming Bipartisan Passage Of The 2026 County Budget

The 2026 budget is more than a financial plan—it’s a roadmap for responsible governance during unpredictable times. It protects taxpayers, preserves core services, and strengthens the foundation of our community. By balancing investment with restraint, we’re positioning Monroe County to weather potential challenges without sacrificing the services residents depend on every day.

Expanding Internet Access In Rural Communities

Through a $1.8 million ARPA investment, Monroe County partnered with Spectrum to extend broadband infrastructure to previously unserved homes and businesses in rural areas. The project ensures every corner of the county – including the most rural communities – now has access to Spectrum’s wireless internet service.

Nearly 100 Future EMS Professionals

I recently joined Monroe Community College officials and regional EMS leaders to celebrate the nearly 100 students who have successfully completed their Emergency Medical Technician (EMT) courses at MCC—marking a major milestone in strengthening Monroe County’s emergency response workforce.

Amy Grower Appointed Deputy County Executive

In the role of Deputy County Executive, Grower will work alongside me to manage the day-to-day operations of County government, help guide policy development, and lead major projects that support my priorities of public safety, public health, economic and workforce development, and infrastructure. She is one of the finest public servants I’ve worked with and has been an integral part of my administration since day one.

In The Community

Regional Investigative Operations Center 

The RIOC is a countywide, interagency hub designed to modernize how law enforcement combats crime. It equips first responders with the tools to track emerging threats, coordinate across jurisdictions, and share real-time intelligence. It’s not just about solving crimes—it’s about stopping them before they happen.

Holiday Concerts

Eleven schools across the county performed in the Annual Holiday Concert Series in the County Office Building. These concerts brought employees and the student’s families together in joy and celebration, showcasing the remarkable talent and dedication of our young people.

Hanukkah Celebrations

We celebrated Hanukkah at several community events and at the County Office Building with students from the Hillel Day School. As we reflected on the resilience of the Jewish people, we also recommitted to the values of the holiday — courage, justice and hope.

Celebrating Kwanzaa

Reflecting on the seven principles of Kwanzaa inspires us to strengthen our community and live out the values of unity, self-determination, collective work and cooperative economics, purpose, creativity and faith. This year, we were honored to celebrate Kwanzaa and its rich traditions with a special performance by the Black Storytelling League of Rochester.

Comfort and Joy

Monroe County’s Office for the Aging spread comfort and joy this season by delivering hot meals and thoughtfully prepared gift bags to older adults throughout the county. These efforts helped ensure that seniors felt cared for, connected, and supported during the holidays.

Pearl Harbor and Lights of Honor

This holiday season, we honored local veterans, those currently serving in our Armed Forces, and the heroes of Pearl Harbor. We also acknowledged the hardship families face with an empty seat at the holiday table—a poignant reminder of those who are deployed, missing, or who made the ultimate sacrifice.

MonroeAlert is Monroe County’s official emergency notification system that keeps residents informed via a text message, email, phone call or the mobile app. When roads close, a water main breaks, or public safety incidents occur, residents will receive real-time information from Monroe County 9-1-1 and Emergency Management.

Monroe County Winterfest 

Bring the whole family to Mendon Ponds Park on Saturday, January 17 from 11am-3pm for Winterfest and enjoy fun activities throughout the park. Wagon rides, snow shoes, and even a 5K road or trail race and a 1/2 mile race for the kids - Winterfest has something for everyone!
