Jefferson County Road Construction Updates...
Evergreen Lake North Trail Construction Planned to start August 2022.
 Expect One Lane Closure August 2022- December 2022.
Why is the trail being reconstructed?
A fundamental reason that the trail is being reconstructed is that in 2016 the support walls that hold up the trail and the railing that keeps people from falling into the Lake began failing. EPRD
devised a temporary repair to reopen the trail but a permanent solution was needed. Another primary reason to reconstruct the Evergreen Lake North Trail is to significantly improve safety,
accessibility, connectivity, and conditions for walking and biking along this critical entryway to Downtown Evergreen and primary corridor for active transportation in the area, as recommended by the 2015 Evergreen Trails Master Plan based on public input.

How will construction impact traffic flow?
There are two parts to this question -- what is the traffic detour pattern and what are the anticipated impacts. The traffic detour pattern is shown in the map below. It envisions one-way
eastbound traffic on SH 74 between Upper Bear Creek Rd and CR 73. Two-way traffic would remain on all other roadways including SH 74 through Downtown Evergreen. Westbound SH 74 traffic in the detour area only -- between CR 73 and Upper Bear Creek Rd -- would be detoured to Upper Meadow Dr/Douglas Mountain Rd to access SH 74 near Christ the King Church.

The anticipated traffic impacts of the proposed detour were evaluated during the final design process. Traffic operations are anticipated to remain at acceptable levels on SH 74 and CR 73
during peak times. In order to ensure orderly and safe traffic flow at the Meadow Dr/SH 74 intersection, we have called for active flaggers to be present during peak times to facilitate left and right turns from Meadow Drive onto SH 74. Traffic patterns will be tracked and evaluated during the project, and adjustments may be made to maintain the acceptable traffic operations should traffic issues develop during the detour period. This process will be part of the construction contractors’ contract and responsibility.

Project Overview:
Jefferson County Road 73 (or JC-73) is the primary travel route for residents of Evergreen between their homes and destinations along State Highway 74 with ultimate connections to I-70 and C-470. Access to US-285 at Conifer is also available along JC-73 to the south of the project corridor. This roadway is a link for hundreds of thousands of visitors each year. In the event of an emergency, it is one of the primary evacuation routes for the foothill residents of Jefferson County. 
JC-73 has long been identified as a road where improvements are needed, especially bike and pedestrian infrastructure, shoulders, and access to properties, businesses, and downtown Evergreen. 
On a previous effort, conceptual designs were presented to the public and a preferred alternative was selected. The preliminary design for the selected alternative is currently being completed and is presented below. The project includes an approximately ½ mile segment of JC-73 between Buffalo Park Road and Plettner Lane. This segment is the last of ongoing bike and safety improvements that have been completed or scheduled for JC-73. However, it is also the most challenging segment due to physical constraints. 
Transportation Improvement Program (TIP) funding has been secured to construct safety and operational improvements including bike lanes / shoulders and pedestrian facilities. The roadway will also be reconstructed, including drainage improvements and bridge replacement.

Project Schedule:
The project team completed a conceptual design in winter 2020 but was delayed due to state and federal approvals for drainage and historical findings. The project team collected environmental and floodplain data in early 2021 to inform the design. and in May 2021 the preliminary design was initiated. The preliminary design is intended to conclude by the end of 2021, after public outreach has been performed and public input received. 
The next phase, final design, is anticipated to be completed by summer 2022. The construction phase is anticipated to begin early 2023 after right-of-way has been acquired and a contractor awarded. Construction completion is anticipated to be completed by summer 2024.
