March 2024

Dear Residents & Community Members,

It's been a busy month in the Town of Monroe with a lot of great activity to report. Chris Kopf, Partner, PKF O'Connor Davies, the town's auditing firm, recently presented an overview of the town's financial standing at the March 18th Town Board Meeting. Chris's presentation touched on areas including the town's General Fund revenues & expenditures compared to the budget, major revenues & expenditures, revenue history and expenditures, 3 year fund balance analysis and debt service, bonds. As the town's Chief Fiscal Officer, I am proud of the town's fiscal strength and the diligence of our employees that contributes to our financial standing. The town continues to practice fiscal responsibility with our taxpayers in mind and is well positioned for continued financial stability. The complete presentation is available for viewing through BoardDocs on the town's website. Please reference the March 18th Meeting.

I was pleased to visit the New York State Capitol Building on March 20th along with some of my fellow municipal colleagues to lobby for increased funding for Water Infrastructure, AIM (Aid and Incentives for Municipalities), CHIPS (Consolidated Local Street and Highway Improvement Program) as well as engage in conversations regarding continued unfunded mandates from New York State. It was a productive day and provided a valuable opportunity to voice our concerns on the municipal level considering the needs of our taxpayers.

The Town of Monroe was happy to host the March meeting of the Orange County Association of Towns, Village and Cities at The Captain's Table on March 26th. The evening's guest speaker was Domingo Ramos, the Founder & President of Hope Alive 845. We are grateful for the incredible work this organization performs to assist families, friends, victims, and law enforcement with support or necessary serviceon behalf of missing, kidnapped, trafficked or exploited children and adults. We encourage you to visit their website at www.hopealive845.com for more information on how they are making a positive impact in the 845 area as well as neighboring communities.

Looking ahead, the Town of Monroe along with the Villages of Monroe and Harriman will host the annual Community Clean Sweep Event on April 20th. Please consider joining us for a great opportunity to help keep our town clean. Additional information regarding participant and sponsor registration can be found below.

With Spring comes hope and a renewed sense of purpose. On behalf of the Town Board, we wish you a meaningful season.

Best Regards,

Tony Cardone

Monroe Joint Fire District Volunteers Are Always Ready to Answer the Call

Pictured left to right are Town of Monroe Highway Department employees Gerry Fraioli and Lucas Mahran. Gerry is a Dive Captain in the Monroe Joint Fire District and Lucas holds the position of Captain.

In late February, Highway Department employees Gerry Fraioli and Lucas Mahran were working to assess and repair potholes in the area of Irene Drive when they noticed smoke coming from a nearby residence. As volunteers with the Monroe Joint Fire District, they did not hesitate to ensure the house was cleared of any residents that may be inside until the fire department arrived. We appreciate their swift response and dedication to our community both as Town of Monroe employees and dedicated volunteers.

Innovation & Creative Thinking = Cost Savings

What began as a conversation and brainstorming session with Highway Superintendent Pat Patterson and other team members about the need to address excess dirt and debris build up under guardrails ultimately led to Town of Monroe Heavy Equipment Operator Rob Marsh creating a piece of equipment to be able to do just that. Normally, a piece of equipment like this would cost approximately $5,000, whereas Rob's creation was built for less than $500! Thank you to Rob and the Highway Department team for thinking outside the box and remaining committed to fiscal responsibility.

When Mother Nature Strikes, the Highway Department is Always There to Keep Our Roads Safe!

As Mother Nature's winds wreaked havoc on parts of the town earlier this month, the Highway Department was prepared for cleanup efforts to ensure roads were passable for residents and utility crews. Pictured above is the cleanup after a giant Norwegian Spruce came down across Round Lake Park Road into another resident's yard, snapping a utility pole and taking some limbs off of surrounding trees. Luckily, significant damage to any property was avoided.

Throughout the storm, the Highway Department responded to approximately 11 calls regarding downed trees & effects from the storm, performing their duties with grit & professionalism. Between the road closures, caused from the wind and rain, the downed wires, & brush fires they encountered, we commend them for their hard work and a job well done!

It was a Hoppy Celebration at the Smith's Clove Park Easter Party!
