A Message from Mayor Fitzsimmons

WEAVERVILLE TOWN ACCOMPLISHMENTS 2023


2023 was an eventful year for our great town. Town Council tackled many issues and made progress on many items in our strategic plan. I have detailed some of those accomplishments below.


Town Council will be developing a new strategic plan for our next five years over the coming months and we welcome our residents to share with us what you feel are the big picture items we should be considering as we develop this plan.


In 2023 we accomplished the following, among other significant achievements:


  • Continued to decrease our crime rate.
  • Replaced traditionally fueled patrol vehicles with electric and hybrid police vehicles making our police fleet the first clean energy fleet in the South.
  • Approved a plan to expand our water treatment plant.
  • Procured $15 million in state funding for new water plant, avoiding need for debt.
  • Hired a new Fire Chief, Town Clerk, and Community Center Manager.
  • Finished a new playground and recreation area at Lake Louise.
  • Implemented zoning changes that assure that Main St. business district remains locally- owned small businesses.
  • Implemented zoning changes that allow greater housing density in the heart of town.
  • Completed and began implementation of the Active Weaverville Bike-Pedestrian Plan
  • Implemented automated garbage collection program with new truck, including use of standard trash and recycling bins.
  • Implemented CodeRED emergency citizen notification program.
  • Updated the Town’s website.
  • Continued the Town's Street Improvement Program.
  • Implemented a new Waterline Replacement Program.
  • Purchased a new street sweeper to improve the Town’s Stormwater Management Program.
  • Implemented new traffic calming measures around Lake Louse Park.
  • Entered into agreement with Mars Hill for the mutual provision of emergency water and made progress on a similar agreement with Woodfin.
  • Negotiated funding from the Buncombe County Board of Education for School Resource Officers (SRO).

Upcoming Short-term Rental Sessions in January

Short-term Rentals? We want to hear from you! Facilitated by Regional Planner, Kayla DiCristina of Land of Sky Regional Council, the Town is holding two (2) sessions on the topic of short-term rentals.


  • Jan. 9th from 6 -7 p.m. in the Community Room at Town Hall, 'Is there a Short-term Rental in your neighborhood?' This session is curated for members of the public living in areas with Short-term Rentals who wish to share their neighborhood experiences. Free and open to the public. Registration is not required as it is in-person.



Looking to our citizens, homeowners, renters, short-term rental owners and operators for your input on the topic of short-term rentals. The Town wants to hear from you!

Lake Louise Recreation Complex Update

The Lake Louise Recreation Complex is nearing completion of phase 1 (the opening of the courts). There are a handful of things left to do, including net and bench installations in the pickleball courts. As you will notice if you’ve visited the site recently, the courts have been striped for play, and we have to wait for a consistent string of good weather days in early Spring in order to apply the final coating and colors to the courts. We are excited to share these final Lake Louise Recreation Complex Rules, rules apply to pickleball courts only.

 

If you are a true beginner and are interested in learning more about the sport of pickleball, please mark your calendars for a Pickleball Open House, February 1st at 6:00 pm at the Community Center. More updates and information about the opening of the Complex will be shared in the next weeks. 

2024 Buncombe County Tax Department Message:

  2024 Buncombe County Property Tax Listing Period Notice

Property Tax Listing forms must be completed and returned by

5 p.m. on Jan. 31, 2024 to avoid late listing penalty

Notice is hereby given, that all persons who own personal or business property subject to taxation in Buncombe County on Jan. 1, 2024, must list such property no later than Jan. 31, 2024. Any person who fails to do so will be subject to penalties prescribed by law. Per North Carolina General Statute 105-296(c), the regular listing period is Jan. 1- 31. If the regular listing period begins or ends on a day other than a business day, the period for such filing shall be extended through the next business day.


The listing period for 2024 will begin Tuesday, Jan. 2, 2024, and end Friday, Jan.31, 2024, at 5 p.m. Listing forms will be mailed in December 2023 to persons or businesses who have requested a listing form or filed a listing last year. Download a listing form at buncombecounty.org/propertyassessment or contact the Property Assessment office at (828) 250-4920.


Real Property

*All persons who own real estate must list any new additions, changes, or deletions that have been made since Jan. 1, 2023. Please contact the Property Assessment office at (828) 250-4940.

*According to the North Carolina General Statutes, all property that is not defined or taxed as "real estate" or "real property" is considered to be "personal property."


Personal Property

*All persons who own personal property such as un-tagged motor vehicles, permanently tagged trailers, manufactured homes, boats and boat motors, airplanes, rental personal property or farm machinery used for income purposes, must file a listing form annually. Download a listing form at buncombecounty.org/personallistingform.


Business Personal Property

*Business personal property is taxable whether it is owned, leased, rented, loaned, or otherwise made available to the business. 

*All businesses are required to file a business personal property listing form annually during the listing period stated above, which includes: machinery and equipment; furniture and fixtures; computers; improvements to leased property; manufactured homes; aircraft; international registration plan (IRP) plated vehicles, supplies, etc. used in connection with the business. Download a listing form at buncombecounty.org/businesslistingform. This also includes all furnishings within a dwelling that is used as a long- or short-term rental. Download a Rental Listing form at buncombecounty.org/rentallistingform.


Extensions

*Listing extensions may be granted on request and for good cause shown. Extensions must be requested no later than January 31, 2024. Request an extension at businessextensions.buncombecounty.org. If you are a new businesses that has not listed before, email businesslisting@buncombecounty.org to request an extension prior to Jan. 31, 2024.

*Extensions cannot be granted beyond March 15, 2024. If you are a new business for 2024, and have not filed a previous listing form, please contact our office for information at (828) 250-4930.

Tax Relief

*Property tax relief may be available for Veterans, anyone 65 and older, or anyone permanently disabled under NCGS 105-277.1. Call (828) 250-4915 to see if you qualify or download an application at buncombecounty.org/taxrelief.

Reminder: Listing forms will be accepted Jan. 2-31, 2024. Property Assessment is located at 155 Hilliard Ave, Asheville, NC 28801, and is open Monday – Friday, 8 a.m.-5 p.m. except for holidays. Our gratitude goes out to the volunteers, Town Staff, parade entries, participants, and spectators for making this a truly special downtown Weaverville tradition... till next time Grinch!

2023 Candlelight Stroll Downtown Weaverville

The Weaverville Business Association thanks all who attended the annual Candlelight Stroll in December! And they are so grateful for our small businesses and community members who keep this tradition alive. December 8th was a magical evening filled with singing and ‘strolling’ on Main Street, Weaverville. A HUGE note of appreciation goes to the following groups who made this evening possible: Cub Scout Pack 15 of Weaverville, North Buncombe High School Blackhawk Marching Band, North Buncombe High School choir, North Windy Ridge choir, Dry Ridge Museum (who also sponsored the trolley!) This night would not have been complete without Santa at Keller Williams, of course! Appreciation to the Town of Weaverville’s support who always assist in safety measures and signage for community events. Cannot wait for next year!

Carolyn Ward, CEO of the Blue Ridge Parkway Foundation (https://www.brpfoundation.org) will share information about foundation projects and programs that help ensure that the parkway is protected now and into the future. She will focus on the unique biodiversity and plant communities found along the parkway.

Carolyn’s distinguished career spans three decades, from field interpreter at Hungry Mother State Park to CEO of the Blue Ridge Parkway Foundation. She was born in the Blue Ridge Mountains in Southwestern Virginia, she graduated from Emory and Henry College, and she received her master’s degree and doctorate in forestry from Virginia Tech. She is a decorated professor, an award-winning researcher, and an author whose life’s work has been dedicated to building bridges and making connections. www.gardenclubofweaverville.org
