Mooring Field Project Update

Project Overview

The City of Miami Beach is continuing its efforts to implement a managed mooring field in Biscayne Bay adjacent to the city. This initiative aims to reduce unregulated anchoring, improve public safety on the water and protect environmentally sensitive areas such as seagrass beds and water quality.


Permitting Process Update

Over the past year, the City has incorporated public and agency feedback into the mooring field design and has now submitted all required permits.


The permitting process involves coordination with three key agencies and is expected to continue through 2026. Below is a summary of current progress:

  • Florida Department of Environmental Protection (FDEP): The City has submitted its response to the second Request for Additional Information (RAI). The FDEP permit and execution of the submerged land lease are anticipated by February 2026.
  • U.S. Army Corps of Engineers (USACE): The City has also submitted its response to the first RAI from USACE. The permit from this agency is expected by May 2026.
  • Miami-Dade County Department of Regulatory and Economic Resources (RER): The City recently received the first RAI from RER and is in the process of preparing a formal response and gathering the necessary documentation. We anticipate the RER permit will be issued by September 2026.


Next Steps

Once all permits are secured, the project will move into contractor procurement and construction, expected to begin in October 2026.
