Business Update
Ventura County Moves to Tier 2 - Red Tier
California 4 Tier Grid

The County of Ventura has moved to Tier 2, the RED tier, on the State's four tier reopening system. In order to move into the red tier, the County's average case rate had to drop below 7 per 100,000 and positivity rates had to be below 8% for two weeks. The County must remain in tier 2 for a minimum of three weeks before it is allowed to move to Tier 3. Some of the changes in activities and businesses allowed are listed below.

Shopping Centers and Retail Stores
(Malls, destination centers, swap meets)
Shopping centers can now open to a maximum of 50% capacity. Common areas remain closed. Food courts can now open at reduced capacity following the capacity allowed for restaurants, which is 25% maximum capacity or 100, whichever is less. Garage sales and swap meets are also allowed. Retail stores can now operate at 50% maximum capacity (instead of 25%).
 
Personal Care Services
(Massage, tattoos, electrolysis, body piercing, and facials)
All personal care services can now open indoors. A mask and shield is required for the person doing the service.
 
Movie Theaters, Places of Worship, and Museums
Movie theaters, places of worship, and museums, zoos, and aquariums may open indoors with modifications at a maximum of 25% capacity or 100 people, whichever is fewer.
 
Restaurants
(Also applies to wineries with full restaurants and bars, breweries, and distilleries paired with restaurants)
Restaurants are now allowed to open indoors with modifications at a maximum capacity of 25% or 100 people, whichever is fewer.

Gyms and Fitness Centers
(Fitness centers inside hotels included)
Gyms and fitness centers are now allowed to open with modifications at a maximum capacity of 10%.
 
County-specific Rules
Restaurants, breweries, wineries and similar establishments can be open until 11pm and may only seat members of the same household together. The 90 minute time limit is no longer in place.
 
How do you determine capacity?
For businesses that have assemblies, classrooms, dining, drinking, or similar purposes of 50 or more, they should have the total occupant load sign posted inside the business. If a business does not have a sign posted, they should call the fire department at 805-385-7722 for information.

Commercial Eviction Moratorium Extended to March 31st
Executive Order N-80-20 was signed by Governor Newsom extending the time frame for local governments to provide commercial eviction protections due to COVID-19 to March 31, 2020. The additional protection is extended in the City of Oxnard through Director Order 20-01 which established a temporary moratorium on evictions for non-payment of rent by residential or commercial tenants impacted by COVID-19. With the Governor's most recent action, City of Oxnard Order 20-01 is effective until March 31, 2021, tracking EO N-80-20.
