Regarding: Washington Cares Act and Exemption
Washington recently passed legislation to assist with the future costs of long-term care. This is essentially a new tax, paid completely by employees, that will take effect of January 1, 2022. This new tax will be assessed to your W-2 income at the rate of .58%. It is not optional. The benefits are very limited, pay only for help in Washington State, and require an extensive “vesting” period before an employee can use them.
Employees have the right to “opt out” of the program if they qualify for an exemption. This exemption is granted if the employee has obtained long term care insurance personally. The policy would need to be effective prior to November 1st, 2021, to qualify for the exemption.
Personally, obtained long term care insurance will be less expensive for younger employers and more expensive for older employees. The biggest rating factors in Long Term Care rates is age and health. Generally, however, personally obtained LTC insurance provides a significantly higher level of benefits and is payable even if the employee receives care in other states or moves out of Washington.
Desert Insurance has reviewed several individual and group Long Term Care policies and carriers. We have opted to contract with Mutual of Omaha as their pricing and benefit looks to be one of the most competitive rate options for individuals. Included on the subsequent page are rough quotes with a benefit maximum nearly 2x the state benefit with the flexibility of having benefits available immediately and out of state.
