Prince William County

Dear Neighbors,


Wednesday morning, November 2, the BOCS passed a motion approving the Comprehensive Plan Amendment #CPA2021-00004, PW Digital Gateway (special issue). This means the Land Use chapter draft of the County's Path to 2040: Comprehensive Plan Update, now includes this amendment. Simply put, the vote was a land use issue and allows the area to be used for technology.

 

The passing of this amendment doesn't address specific use by any individual or entity. Any applicant who wants to use this area, must file a detailed zoning request for the BOCS's review. The request must also address the many environmental recommendations that were included in the amendment.

The Great Big Kid

Saturday, October 29, Chair Wheeler attended the Boys and Girls Club of Great Washington (BGCGW) Woodbridge Hylton Club's celebration of the completion of its Great Big Kid (GBK) program. Potomac Magisterial District Supervisor Andrea Bailey (left top photo) also attended.

GBK is a BGCGW mentoring program where adult mentors (Big Kids) are paired with mentees (youth Club members) to support them academically, socially and personally. The mentoring period is 6 weeks with a minimum of 1 interaction per week.

Voting

Sunday, October 30, Chair Wheeler cast her vote at the Haymarket Gainesville Library in the 2022 General Election. While there she met members of Omicron Zeta Sigma Chapter (left photo) of the Phi Beta Sigma Fraternity supporting the Souls to the Polls initiative encouraging people to vote October 30, the only Sunday for early in-person voting in PWC.

Ceremony

Thursday, November 3, Chair Wheeler's Office attended a promotion ceremony for the 29 PWC Police Department sworn members and professional staff who were promoted to various ranks and positions since the last ceremony earlier this year. You can read about the promotions here

General Election 2022

Tuesday, November 8, is Election Day for the 2022 General Election. You can find key voting details below. More comprehensive voter information can be found on the PWCVotes, and the Virginia Department of Elections websites. 

Early In-Person Voting

Saturday, November 5, 8:30 am to 5:00 pm, is the last day for early in-person voting. Eliminate the chance of something interfering with your ability to vote on Election Day by voting at any of the locations below on Saturday.

Where to Vote

Tuesday, November 8, voting polls open at 6:00 am and close at 7:00 pm. The polls remain open to allow anyone in line by 7:00 pm to vote. Redistricting happens every 10 years based on the U. S. Census results. In April 2022, the Office of the Attorney General certified precinct boundaries and voting locations for 103 Election Day polling places for PWC voters.

How to Find Your Polling Location

To In the Virginia Department of Elections' Citizen Portal, submit your name, date of birth, last 4 of your SSN, and select Prince William County from the drop down menu and click on submit. Then scroll down your Voter Information results webpage to the Polling Place section.  

What to Bring

Virginia law requires all voters to provide an acceptable form of identification at the polls. The ID no longer must have a photograph. A list of acceptable IDs can be found here. If you get to your polling place without acceptable ID, you can sign an ID statement affirming your identity, you will be able to vote a regular ballot.

In the November 8 General election PWC residents are voting for their U.S. House Representative. Residents of Dumfries, Haymarket, Occoquan, and Quantico will also be voting for their Mayor and City Council Members. How to Find Out Your Congressional District


In the Virginia Department of Elections' Citizen Portal, submit your name, date of birth, last 4 of your SSN, and select Prince William County from the drop down menu. Then scroll down on your Voter Information results screen to Districts.

Same Day Voter Registration

Beginning with the 2022 General Election, the Virginia General Assembly approved legislation that provides the ability to register at any time, up to the and including Election Day. Learn more about the process here


County News

Veterans Ceremony

Thursday, November 10, 9:30 am to 10:30 pm, PWC is hosting a Veterans Ceremony. The event is open to the public and will take place at the Freedom Park War Memorial, next to the Liberty Memorial and across from the Sean Connaughton Plaza, located at 5 County Complex Court in Woodbridge. Chair Wheeler, Neasbco Magisterial District Supervisor and veteran Victor Angry, and PWC Veterans Commission Chair Tom Gordy will provide remarks during the ceremony. This is the County's second annual Veterans Ceremony (issue 91).

Holiday Closings

Friday, November 11, in observance of Veteran's Day:

  • Government Offices, including the courts will be closed. 
  • Libraries will be closed. 

The County Landfill and Balls Ford Road Compost Facility will be open normal Friday operating hours of 6:00 am to 6:00 pm.

New Executive Announced

The Prince William Chamber of Commerce has selected Robert (Bob) Sweeney as the new President and CEO. Mr. Sweeney is a successful businessman, entrepreneur, educational leader, and seasoned non-profit executive. He currently serves as Director of Corporate Partnerships with the Kogod School of Business at American University and previously as an Executive in Residence and Strategic Advisor to the Dean at the School of Business. Mr. Sweeney starts on November 10. You can learn more about him here

Committee Accepting Applications

The Metropolitan Washington Council of Governments (MWCOG) is accepting applications for its Transportation Planning Board (TPB) 2023-2024 Community Advisory Committee (CAC). The 24 members of the CAC represent diverse viewpoints on regional transportation issues, including long-term planning concerns, and short-term policies and programs. The application deadline is Monday, December 5. The CAC's mission is to:

  • Promote public involvement in transportation planning for the region.
  • Advance equitable representation in regional transportation planning.
  • Provide independent region-oriented community advice to the TPB on transportation plans and issues.


The CAC meets once a month on Thursdays, six days prior to the monthly TPB meeting. Typically held at 6:00 pm to 8:00 pm, in the 2023-2024 two-year term, they may occasionally be held at lunchtime. Meetings will be either completely virtual or a hybrid combination of in-person and online. In-person meetings are typically held at the MWCOG offices located at 777 North Capitol Street NE in Washington, DC.

Faster Entry

PWC residents may apply for a Solid Waste Disposal Decal for their vehicle, which provides quicker entry into the County Landfill, Balls Ford Road Compost Facility, and the Saturday collection sites at Nokesville School and Evergreen Fire Station. Residents can provide their driver’s license to gain entry and use these services, the decal makes the check in process faster and more convenient. Learn more about applying for a decal here

Solid Waste Reminders

Snake Identification

Wednesday, November 16, 11:00 am to 12:00 pm, the Virginia Cooperative Extension is hosting Virginia Snake IdentificationThe free online class will focus on how to accurately identify local snake species, including a deep dive into the Eastern Copperhead, Northern Cottonmouth, and Timber Rattler. It will also review some best practices on how you can limit snakes from coming onto your property and/or into your house. Register here.

Virginia Cooperative Extension Horticulture classes are free (unless noted) and are open to the public. Pre-registration is required. Wednesday Zoom classes are recorded and can be watched on the Extension's YouTube channel.

Its 'Fall Back' Time

Daylight Saving Time ends Sunday, November 6, at 2:00 am when clocks are turned back one hour to 1:00 am. This annual Fall event is also a good time to think about the items below. 

  • Change the batteries in your smoke and carbon monoxide detectors.
  • Check your vehicle's tire pressure and wiper blades.
  • Put a winter emergency kit in your vehicle.
  • Check to see that you have reflective clothing, decals, or lights if you plan on walking or biking to use after dark.
  • Check your home emergency kit.
  • Have your fireplace inspected and chimney/flue cleaned if needed.

County Happenings

Parade

Saturday, November 5, at 11:00 am, the annual Northern Virginia Veterans Parade will be held in Old Town Manassas. The 2022 Grand Marshals are PWC residents retired Army Col. Ulysses Xerxes “Xerk” White and retired World War II nurse Elizabeth Lewis. The parade is dedicated to all service members past, present and future. Once again, the parade is sponsored by non-profit VetPar Inc.

All national parks, including Prince William Forest, are waiving park entrance fees Friday, November 11

Festival

Saturday, November 5, 10:00 am to 4:00 pm, the Manassas Church of the Brethren is hosting an Art Show & Craft Festival to support Mental Wellness at its Manassas 10047 Nokesville Road location. Arts and crafts will be on display and available to purchase. A special art installation from the Church's Death Row Support Project, will feature original art from artists on death row. Silent Auction and Bake Sale proceeds will benefit the ART Factory’s 2023 Artful Wellness workshops by creating a scholarship. There will also be a table to create your own art. All are welcome to this free event.

Death Row Support Project

A person confined to death row often spends up to 23 hours each day alone in a small cell, for years and sometimes decades. Letters can bring a ray of hope to the darkness of death row. For those on the outside, learning to know just one prisoner can dispel some of the misconceptions and fears about prisons and the people locked away inside of them. Registration is open for the 2023 Prince William Plunge. The annual icy dip into the Potomac River will be Saturday, February 18, at Leesylvania State ParkWhen you raise money for Polar Plunge, you're supporting more than 18,000+ Special Olympics Virginia athletes. Bonus - there are some great fundraising incentives. Registration is free, but each attendee commits to raising $25 by February 19, 2023. Check out the fundraising tools to help you get started.

UnBEARably Cute

Congratulations to Prince William Public Libraries on its Gold MarCom Award for its “Visit Prince William Public LiBEARies” video promoting the libraries' resources with creative wordplay and cute characters. The MarCom Awards is an international creative competition that recognizes outstanding achievement by creative professionals involved in the concept, direction, design, and production of marketing and communication materials and programs. Industry professional judges look talent that exceeds a high standard of excellence and work that serves as a benchmark for the industry. Check out the video below.
