Affordable Housing and Construction Certifications

The primary mission of AHFA’s Multifamily Division is to facilitate the development of decent, safe, and affordable housing for Alabamians. Using public input collected during the Public Participation Process, professional recommendations from architects and environmental professionals, and suggestions from healthy housing proponents and efficiency experts, AHFA works to incorporate safe, effective, and efficient construction materials and practices into the Design Quality Standards and Construction Manual associated with its Plans. Additional efficiency standards, techniques, and materials are incentivized in the point-scoring section of the Plans. This yields the development of well-built communities with efficient environments.  


Several construction certifications are available that focus on healthy living, green construction, and energy efficiency. AHFA incorporates elements contained within these certification programs in the Plans that are efficient, effective, and beneficial to the project and tenants without the added burden of cost to obtain and retain certifications. 


AHFA received comments related to certifications in the Public Participation Process associated with the 2023 Plans. We're interested in hearing specifically from the development community about your experiences to date with certification programs referenced in the Public Comments.

Update on 2023 COVID-19 Pandemic Response Program

The 2023 AHFA Housing Credit Plan includes a Pandemic Relief option for AHFA projects approved during the 2021 Competitive Application Cycle.    


The relief application was released to eligible applicants on January 6, 2023. When requesting relief from AHFA, owners must provide updated budgets, as cost increases have specific effects on each project. AHFA will offer available additional resources, allowing owners to make informed decisions regarding the future viability of proposed projects. Owners must submit written requests for assistance, rent increases, or other measures taken to offset increased project costs to AHFA for review and approval.  


The aggregate COVID-19 Pandemic Relief Response requests will materially reduce funds available for new applicants during the 2023 Competitive Application Cycle. Potential applicants should expect a 2023 Competitive Cycle like the 2022 Competitive Cycle. 2023 Competitive Cycle announcements will be sent via Multifamily Notices.

VAWA Reauthorization Open for Comments

The Violence Against Women Act Reauthorization Act of 2022: Overview of Applicability to HUD Programs published in the Federal Register on January 4, 2023, is available for review and comment. Comments should be submitted before March 6, 2023. The document highlights key provisions applicable to HUD programs and explains HUD’s plans to issue rules or guidance for implementation of VAWA 2022. HUD seeks comments from HUD housing providers, grantees, and other interested members of the public on this document. 

Holiday Office Closing

The AHFA offices will be closed on Monday, February 20 in observance of Presidents' Day.
