AHFA began the process of seeking input for the development of the HOME-America Rescue Plan (HOME-ARP) allocation plan in January 2022. HOME-ARP offers an opportunity to address special housing needs in Alabama in a new way. The initial tenant qualifications for HOME-ARP housing are based on the tenant belonging to a Qualifying Population instead of eligibility based on tenant income limits. The HOME-ARP funds represent an investment in housing and other assistance for Qualifying Populations (QPs) of Alabama residents experiencing homelessness or housing insecurity.
AHFA consulted Continuums of Care (CoC), homeless and domestic violence service providers, veterans’ groups, public housing agencies (PHAs), other public agencies that address the needs of QPs, and public/private organizations that address the needs of persons with disabilities to determine a baseline for the draft HOME-ARP Plan. The draft AHFA HOME-ARP Plan was presented in a public hearing in July 2022. AHFA received input in the form of public comments, which were addressed in the process of finalizing the plan. HUD approved the AHFA HOME-ARP Plan in February 2023.
HOME-ARP offers the opportunity to produce housing in a way unlike any other program to date. The developments created by this program will serve as examples of how to meet critical housing needs previously unmet for Alabamians. AHFA sought input on the Draft AHFA HOME-ARP Application Materials from potential HOME-ARP applicants to maximize this opportunity. Nine groups scheduled meetings to share project ideas, ask questions about specific project concerns relative to the HOME-ARP Plan, and discuss refining the draft application materials with the AHFA Multifamily team. We are excited by the level of interest and the thoughtful project planning expressed during these meetings about specialty housing projects.
