2024 Public Hearing and Public Comment Period

AHFA will release the Draft 2024 Low-Income Housing Tax Credit, HOME, and HTF plans for review and public comment at a public hearing scheduled for June 30, 2023.

Many grand opening celebrations are expected in Alabama over the next several months. AHFA staff look forward to the opportunity to share in these occasions with owners, developers, the community, and most especially, the residents who benefit from the construction of these beautiful developments. Because of our workload and staff limitations, we may not be able to attend every grand opening ceremony in person, but we still want to celebrate every new or revitalized community.

Please help us spread the word about your accomplishments by providing the following information to AHFA:

• A brief narrative about the project which describes its key features and why it is an important addition to your portfolio.
• A list of people who will speak at the ceremony; a profile and a picture of a tenant if the tenant is featured as part of the program; photos of the project itself; and a copy of the event program, if available.
• On the day of the ceremony, please email event photographs to our team members, Caryllee Cheatham (ccheatham@AHFA.com) and Amber Moore (amoore@AHFA.com). Please identify people in event photographs by name and title.

Submitting your photos and information on the day of or the day after your event increases the likelihood that we’ll promote them on social media. We will also include these materials in Thresholds Newsletters, Multifamily Updates, or on the AHFA website as a Development Spotlight as time and space permit. Keep up the good work and help us spread the news about your accomplishments!

To help ensure that all Americans have equal access to the housing of their choice, HUD program participants must comply with fair housing and civil rights laws and regulations. HUD’s Office of Fair Housing and Equal Opportunity (FHEO) is pleased to sponsor the new Fair Housing and Civil Rights page on the HUD Exchange. This page contains resources and trainings aimed at helping HUD program participants and the public understand fair housing and civil rights laws and regulations.

AHFA began the process of seeking input for the development of the HOME-America Rescue Plan (HOME-ARP) allocation plan in January 2022. HOME-ARP offers an opportunity to address special housing needs in Alabama in a new way. The initial tenant qualifications for HOME-ARP housing are based on the tenant belonging to a Qualifying Population instead of eligibility based on tenant income limits. The HOME-ARP funds represent an investment in housing and other assistance for Qualifying Populations (QPs) of Alabama residents experiencing homelessness or housing insecurity. 

AHFA consulted Continuums of Care (CoC), homeless and domestic violence service providers, veterans’ groups, public housing agencies (PHAs), other public agencies that address the needs of QPs, and public/private organizations that address the needs of persons with disabilities to determine a baseline for the draft HOME-ARP Plan. The draft AHFA HOME-ARP Plan was presented in a public hearing in July 2022. AHFA received input in the form of public comments, which were addressed in the process of finalizing the plan. HUD approved the AHFA HOME-ARP Plan in February 2023.

HOME-ARP offers the opportunity to produce housing in a way unlike any other program to date. The developments created by this program will serve as examples of how to meet critical housing needs previously unmet for Alabamians. AHFA sought input on the Draft AHFA HOME-ARP Application Materials from potential HOME-ARP applicants to maximize this opportunity. Nine groups scheduled meetings to share project ideas, ask questions about specific project concerns relative to the HOME-ARP Plan, and discuss refining the draft application materials with the AHFA Multifamily team. We are excited by the level of interest and the thoughtful project planning expressed during these meetings about specialty housing projects.

Thank you to all those who contributed to the development of the AHFA HOME-ARP Program, from the initial consultations, through the development of the plan, to refining the application materials. Your efforts will help ensure the highest and best use of the HOME-ARP funds for its Qualifying Population beneficiaries in Alabama.
