June Regional Cascadia '23 Exercise

The June Cascadia '23 Regional Exercise Event is less than three months away! This three-day event will see varying exercise play focusing on specific topic areas each day. Multnomah County is hosting our virtual Mid-Term Planning Meeting (MPM) on Monday, April 10th, from 1:00 to 2:30 PM. This meeting will:
  • Present final exercise breakdown with aligned objectives
  • Present DRAFT exercise documentation
  • Present the more detailed exercise scenario
  • Outline the final months' schedule.

PPE Stockpile Transition

The Oregon Health Authority has a substantial stockpile of millions of gowns, masks, gloves and face shields. Organizations that use PPE for any purposes, such as health care settings, health-related trade schools, veterinary care, event management, food production, essential services, or any other settings where PPE is used to protect workers, the community, and reduce disease or other exposures are encouraged to place an order at no charge (no re-selling). Products must be ordered by the pallet; if that amount is too large, organizations are encouraged to collaborate and share pallet orders. Learn more and access the request form. Hospital ShakeAlert Workshop

The ShakeAlert Technical Users Working Group is hosting a workshop for hospital and healthcare partners to learn how ShakeAlert can benefit their organizations. The workshop will be held on Wednesday, May 10th, from 1:00 to 3:00 PM PT over Zoom. 

By giving people time to protect themselves, the ShakeAlert Earthquake Early Warning (EEW) system can save lives and safeguard mission-critical equipment. Join subject matter experts and healthcare professionals to learn how ShakeAlert EEW technology can enhance your workplace’s earthquake resilience and how you can get connected to this important public service. FEMA's New Learning Management System

FEMA’s Emergency Management Institute (EMI) is enhancing the learning experience with a new learning management system set to launch this spring. The new system promises a more interactive and convenient experience, allowing for progress tracking and access to a host of student services, all in one place. As part of the rollout, all current and former EMI students will need to go through a new login and verification process the first time they visit the site. It is essential to ensure that your FEMA Student ID (SID) information is accurate and up to date.
 
To prepare for the launch, FEMA encourages individuals take the following steps:
  1. Verify and update your FEMA SID information by clicking on "Edit Profile" in the FEMA SID System. Self-help actions and FAQs are available to guide you through this process.
  2. Review your Student Transcript (Independent Study only) from the EMI Student Portal. Please ensure your SID information is up to date before completing this step.
  3. Review your transcript for accuracy and make any necessary corrections before the new system goes live.

Training Offerings

  • L-418: Mass Care Emergency Assistance Planning & Ops (Virtual; April 10-13): This 16 hour course has been split up over 4 days to assist the virtual approach to this offering. This course is intended for Mass Care Coordinators, nongovernmental organization leaders, private sector, and other emergency management staff that are a part of the team and have responsibility for effective Mass Care preparedness and response.
  • ATC-20 & 45: Post-Disaster Building Damage Assessment Training (Virtual): Clackamas County is hosting three offerings of this free virtual training course on post-disaster building safety evaluation procedures to help participants develop the skills to properly assess structures for occupancy following a major earthquake, flood, or wind event. Each training will cover ATC-20 Post-Earthquake Safety Evaluation of Buildings, ATC-45 Safety Evaluation of Buildings after Windstorms and Floods, and additional information from California Office of Emergency Services (Cal OES) Safety Assessment Program. Eligible participants will receive evaluator certification though Cal OES.
  • April 18th 8:00am-5:00pm & April 20th 8:00am-12:00pm
  • May 16th 8:00am-5:00pm & May 18th 8:00am-12:00pm
  • May 22nd 8:00am-5:00pm & May 24th 8:00am-12:00pm
  • L-105: Introduction to Public Information (May 9-11): This course is intended to equip participants with the skills needed to be full or part-time PIOs, including oral and written communications; understanding and working with the media; and basic tools and techniques to perform effectively as a PIO, both in the proactive/advocacy times and crisis/emergency response.
  • L-419: Mass Care – Emergency Assistance Field Guide (Virtual; May 16-17): This 8 hour course has been split over 2 days to assist with the virtual approach to this offering. It is intended for shelter managers and functional supervisors representing faith-based groups, non-profit companies, or private industry.

Exercise Events

  • Fuel Dispatch Center Workshop (April 6): The Fuel Dispatch Center supports Fuel Points of Distribution (FPODs) during impacts to local fuel resources by tracking current fuel resources and accepting resource requests from FPODs. This workshop event will develop the expectations, organizational structure, and resources/tools for this ESF #12 Fuel Group element.   • Fuel Point of Distribution Workshop (April 17): Fuel Points of Distribution (FPODs) are locations where emergency fuel supplies would be delivered to, and distributed from, following a fuel shortage event. This workshop will help the collaborative local planning team continue to develop the outline of an FPOD in the build-up to Cascadia '23 this summer.   • Summer Heat Annual Workshop Event (Date TBD): MCEM will be hosting our seasonal event to prepare for extreme summer weather in the short term. Once the date and event focus are identified those details will be shared widely.
  • Regional Catastrophic Mass Care Tabletop (May 2): This is the second part of this spring's Regional Catastrophic Mass Care Discussion-Based Exercise Series. The first event on March 7 established the foundation for where counties and their local partners are with regard to this topic. This second event will build off event 1, adding a scenario to further define what Catastrophic Mass Care response looks like here in the Portland Metropolitan Area.   • Cascadia '23 Exercise Event (June 13-15): This regional exercise will see varying levels of play both within Multnomah County and throughout the Portland Metropolitan Region. Focusing on a Cascadia Subduction Zone scenario, this exercise will focus on: emergency communications, mass care and sheltering, and emergency fuel operations.
