County practices for large-scale disaster with Cascadia Exercise

A two-day exercise, held June 13-14 and hosted in the County’s new Emergency Operations Center (EOC), engaged multiple local, regional, and state-level partners in a hybrid environment to better prepare for a large-scale disaster, such as a Cascadia subduction zone earthquake.

Over 50 individuals participated in a full-scale EOC exercise with a focus on local and regional communications capabilities, establishing response objectives and priorities, accepting and managing resource requests, and creating a common operating picture following a massive Cascadia Subduction Zone earthquake scenario. This was the first full EOC exercise event since 2019, providing participants an opportunity to re-engage with their expected roles and responsibilities in a low-fault environment. 
Day two Catastrophic Mass Care and Sheltering discussion-based workshop
On the second day, over 40 individuals came together to participate in a Catastrophic Mass Care and Sheltering discussion-based workshop focusing on the development of strategies for opening and operating Community Points of Distribution and Catastrophic Mass Care staffing. Day two products will provide a starting point for building the how to perform these operations in a catastrophic environment.

An After-Action Report and Improvement Plan (AAR-IP) will be developed to capture lessons learned from these two days and identify possible improvements to be made.

Welcome Allie Callow-Spencer!
Allie Callow-Spencer
MCEM is pleased to announce that Allie Callow-Spencer has joined our Operations section as a Senior Analyst. Allie’s commitment to Emergency Management was ignited during Hurricane Katrina, leading her to enlist in numerous volunteer engagements to increase her knowledge and experience in Emergency Management. Former certifications include Wilderness First Responder, Multnomah County Search and Rescue, and Clackamas CERT. She completed the CERT Train the Trainer program to pass her knowledge onto others. She trained with the American Red Cross, WWOOFer program, and is a current member of the Clackamas Preparedness Council. She’s excited to bring her corporate experience of training and exercise development to the Senior Analyst role for Multnomah County.
 
Allie will co-pilot Multnomah County’s development, coordination, and implementation of MCEM Training and Exercise program and follow up with After Action Reports, Improvement Plans, and training programs for staff and community partners.

Allie has a Bachelors in Planning Public Policy and Management with Minors in Historic Preservation and Environmental Studies from the University of Oregon, and an Associates Degree in Emergency Management from Portland Community College.

Emily Haynes
Emily Haynes, intern

Emily is completing her M.S. in Disaster Preparedness and Emergency Management through Arkansas State. As an intern for the County this summer, she will be focusing her experience and desire to create resilient communities by working on a community asset mapping project. Read more about Emily.
Emily Campbell
Emily Campbell, volunteer

Emily Campbell practiced as a registered nurse for the early part of her career, completed a Masters in Computer Science, and in 2009 earned a PhD in Biomedical Informatics. She went on to work as the Senior Director of Clinical Informatics at Press Ganey, and was recognized for her subject matter expertise in Sentiment Analysis.

Soon after retiring, Emily approached the MCEM team asking if there was a way she could be of service to her community by volunteering her time to help with database management or data analysis. She already has two projects under her belt, including a qualitative analysis of surveys from our 2022-23 winter weather activations, and is currently working on a third.

Senior Planner position
Multnomah County Emergency Management is hiring a new Senior Planner! Planners at MCEM perform long-term project management and write plans for all phases of the emergency management cycle. We coordinate with the Operations and Logistics Divisions of MCEM to build community resilience and identify how to build efficient and equitable processes through organizational and community input. The planner we hire will work in a flexible environment and be a part of a small, professionally-diverse planning team working within the large organization of Oregon’s most populous county.

Limited Duration Driver and Material Handler
We are seeking an experienced driver with a desire to support the community before, during, and after emergencies! This position supports MCEM's vital operations by delivering goods and services, handling materials, and supporting warehouse management. The Driver/Material Handler is designated as essential personnel and will be required to work during emergency situations, such as inclement weather and disasters/events.
