Kirsten "Kupp" Kuppenbender has moved onto a new role within MCEM! After working in Logistics Division since 2020, Kupp has now taken a new role, Emergency Alert & Warning Specialist. In this new role, Kupp will lead the County's alert and warning programming, manage our emergency alert platforms and plans and ensure users are trained to utilize these in emergencies.

Previously, Kupp spent her work week with the team at MCEM's Logistics Warehouse. Moving forward, Kupp will be working out of Multnomah Building in the Operations Division with division lead Richard Higgins. In 2024, Kupp won the Superior Public Service Award - Internal from Multnomah County's Board of Commissioners. This award is to promote and recognize individual employees for outstanding customer and public service. The Internal customer category is for when a county employee or team provides a service to other county employees. Kupp was recognized for work around the County's severe weather sheltering operations.
