Emergency Shelter Volunteer Trainings!
|
|
During severe weather and other emergencies, the County is frequently in need of volunteers to help staff emergency shelters, which are sometimes also referred to as Disaster Resource Centers (DRC).
We have a number of volunteer trainings coming up over the next few months.

Natural Hazards Mitigation Plan Submitted to the State for Review
The Multnomah County Multi-Jurisdictional Natural Hazards Mitigation Plan is being updated. A final draft version of the plan is currently being reviewed by the Oregon Department of Emergency Management (OEM). This final draft version was built through stakeholder input, public comment, and the most up-to-date studies and research about natural hazard risks in Multnomah County.
The next steps will be to incorporate changes requested by OEM, receive approval for the plan from FEMA, and then seek adoption by each participating jurisdiction or district.

April Fuel Management Workshop Exercise Events
Multnomah County continued their work to operationalize the 2022 Fuel Management Plan with three workshop exercise events in the last 30 days. These workshops addressed specific operational elements of the Plan, working to determine how these operations occur. The events included:

March 30 - Fuel Advisory Committee (FAC): This group of fuel-related subject matter experts and key stakeholders will provide fuel priority recommendations. This workshop refined who is a part of this group and better defined what decisions and actions this group is responsible for.

April 17 - Fuel Point of Distribution (FPOD): An FPOD is the operational site where fuel supplies will be distributed to key response partners following a fuel shortage. This workshop developed the organizational structure and traffic flow elements to these sites.

April 20 - Fuel Dispatch Center: A Fuel Dispatch Center oversees the fuel inventory countywide and receives resource requests from the FPOD sites. This workshop developed the draft inventory tracking tool and Group organizational structure.
Everything created during these workshops will be implemented during the third day of our Cascadia '23 Exercise Event this summer, which will focus on fuel-related issues. ATC-20 & 45: Post-Disaster Building Damage Assessment Training (Virtual): Clackamas County is hosting two more offerings of this free virtual training course on post-disaster building safety evaluation procedures to help participants develop the skills to properly assess structures for occupancy following a major earthquake, flood, or wind event. Each training will cover ATC-20 Post-Earthquake Safety Evaluation of Buildings, ATC-45 Safety Evaluation of Buildings after Windstorms and Floods, and additional information from California Office of Emergency Services (Cal OES) Safety Assessment Program. Eligible participants will receive evaluator certification though Cal OES.

L-105: Introduction to Public Information (May 9-11): This course is intended to equip participants with the skills needed to be full or part-time PIOs, including oral and written communications; understanding and working with the media; and basic tools and techniques to perform effectively as a PIO, both in the proactive/advocacy times and crisis/emergency response.

L-419: Mass Care – Emergency Assistance Field Guide (Virtual; May 16-17): This 8 hour course has been split over 2 days to assist with the virtual approach to this offering. It is intended for shelter managers and functional supervisors representing faith-based groups, non-profit companies, or private industry.
Exercise Events

Summer Heat Annual Workshop Event (Date TBD): MCEM will be hosting our seasonal event to prepare for extreme summer weather in the short term. Once the date and event focus are identified those details will be shared widely.

Regional Catastrophic Mass Care Tabletop (May 2): This is the second part of this spring's Regional Catastrophic Mass Care Discussion-Based Exercise Series. The first event on March 7 established the foundation for where counties and their local partners are with regard to this topic. This second event will build off the first event, adding a scenario to further define what Catastrophic Mass Care response looks like here in the Portland Metropolitan Area. Cascadia '23 Exercise Event (June 13-15): This regional exercise will see varying levels of play both within Multnomah County and throughout the Portland Metropolitan Region. Focusing on a Cascadia Subduction Zone scenario, this exercise will test our emergency communications, mass care and sheltering, and emergency fuel operations.
