Multnomah County Office of Emergency Management (MCEM) compiles this monthly email to provide information related to emergency management activities.
COVID-19 Updates

As of Thursday, February 27, the Multnomah County Emergency Operations Center (EOC) moved from Enhanced to Partial level of operations to coordinate ongoing contingency planning efforts for potential COVID-19 impacts. While the state and CDC are leads, Multnomah County is dealing with local questions and coordinating with the state and CDC to ensure the questions being submitted (by both internal and external audiences) are being answered. The EOC is also filling resource requests and engaged in other operations.

Preparing for Animals In Disasters Workshop

Multnomah County Animal Services hosted an Emergency Support Function 17: Animals & Agriculture workshop on February 26 to improve regional preparedness regarding animal and agriculture needs during disasters.

The event had 46 participants from 21 organization throughout Northwest Oregon. The event had a presentation from the Oregon State Veterinary Office, group discussions about organizational resource and communication capabilities, and equipment demonstrations.

Homeland Security Exercise & Evaluation Program (HSEEP) Doctrine Revision - 2020

FEMA updated the Homeland Security Exercise and Evaluation Program (HSEEP) Doctrine this year with input from
the whole community. The 2020 revision summarizes critical exercise information in an easier-to-reference format
which will include updated templates and the HSEEP course at some point

Chris Lake became Fire Chief for Sauvie Island Fire this past year. We recently had the opportunity to ask him a few questions about his life, career, and what it's like running such a unique fire district.

Please join MCEM in welcoming our two newest Senior Analysts in the Operations Division.
Malachi Hindle
Before coming to Multnomah County, Malachi spent 4 years as a Disaster Program Manager for the Red Cross of Northwest Oregon where he maintained and grew local response and recovery capacity as well as deploying to support disaster responses throughout Oregon and across the US. Prior to that, Malachi worked in long term disaster recovery in Louisiana and New York following Hurricanes Katrina and Sandy.

Malachi has a Bachelor’s Degree in English from Tulane University.

Jamie Smeland
Jamie has 15 years of community health experience, including direct service work in clinical and community-based settings, coalition management, and policy. She holds a Master of Public Health from the University of Washington. Jamie is fluent in Spanish and conversational in Arabic.
