The Multnomah County Office of Emergency Management (MCEM) and Portland Bureau of Emergency Management (PBEM) are hosting a four-day emergency preparedness event this March 14-17, 2022. The Integrated Emergency Management Course (IEMC) is hosted in collaboration with the City of Portland and the Federal Emergency Management Agency (FEMA), and provides an opportunity for county-wide partners to spend four days sharing, learning, and exercising together. This event will include 16 hours of informative seminars from county-wide partners regarding their Cascadia Subduction Zone response and recovery operations and 16 hours of exercise play.
Participation (In-Person & Virtual): MCEM has been coordinating attendance with countywide partners. In-person attendance is limited due to the physical space we are using; however, anyone can register to attend virtually through the following link. The event agenda can be found here.

January 31 Fuel Plan Seminar
Multnomah County hosted a Fuel Plan Seminar on Monday, January 31, to build awareness of the plan's contents for county-wide partners. This event included 34 people from 17 different organizations. The two-hour event included:
- A detailed Final DRAFT Plan overview,
- Discussion of tiered next steps, and
- Hearing from the Oregon Department of Energy.
Next Steps: This event will be followed by a two-week review period from participants that will help finalize the County Fuel Management Plan by March 2022. The finalized Plan and exercise scheduled will be released following its approval/signatures. Reach out to Robert Quinn ( robert.quinn@multco.us) with any comments or questions.

Upcoming Damage Assessment Plan Seminar (02.24)
Multnomah County is hosting a Damage Assessment Seminar on Thursday, February 24th from 1:00-3:00 PM ( event agenda & overview). This event will re-engage key Damage Assessment Plan partners to review plan intent, content, and necessary projects. This two-hour event will:
- Dive into specific sections of the plan,
- Hear from the Oregon Office of Emergency Management and their Damage Assessment efforts/priorities, and
- Provide a space for open discussion regarding the plan and our vision forward.
Registration: Use the link to access registration for this event, registration is not limited. Robert Quinn will be distributing focused invites as well.

New Interim Planning Chief
Justin Gibbs
The MCEM Planning Division Chief position has been filled on an Interim basis by current Planning Division staff members. David Lentzner held the position initially and will return to his previous role as Senior Planner as Justin Gibbs fills the position starting February 1 until it is permanently filled in Spring 2022.
Justin Gibbs has been with Multnomah County Emergency Management since June 2020, having previously served a jurisdiction on the coast of North Carolina for thirteen years and held the position of Emergency Services Director for eight years. Justin will work on Continuity of Operations Planning and an update to the Emergency Operations Plan while joining the MCEM management team to support departmental planning initiatives and grants management, and divisional staffing and onboarding needs.

Logistics welcomes Blake Esco
Blake Esco has joined the Logistics Division in a Driver and Material Handler role. Blake has many years of experience in both driving and warehouse work most recently at Ruby Jewel Ice Cream. Blake enjoys gardening, cooking, fishing, pickleball and is a huge Timbers fan! Blake lives happily in North Portland with his wife and child.
We are excited to have him Monday through Friday to bolster our team of employees from other departments who come in on their days off to support our mission.

Seismic Rehabilitation Grants accepting applications
The Seismic Rehabilitation Grant Program is a State of Oregon competitive grant program that provides funding for the seismic rehabilitation of critical public buildings, particularly public schools and emergency services facilities. A new application round closes Feb. 28 at 5 p.m. There will be $55 million for school projects and $25 million for emergency service projects. The maximum award for the seismic program is $2.5 million per building. Learn more and apply through Business Oregon.

ICS-400 (February 24-25): ICS-400 provides training and resources for responders who require advanced application of the ICS by providing overall incident management skills rather than tactical expertise. Expanding upon information covered in ICS-100 through ICS-300 courses, ICS-400 emphasizes large-scale organizational development, roles and relationships of the command and general staff, and planning, operational, logistical, and fiscal considerations related to large and complex incident and event management. Exercises

Integrated Emergency Management Course (March 14-17): MCEM is hosting a FEMA IEMC event in March 2022 to bring together partners from around the County to prepare for the Cascadia Subduction Zone earthquake hazard together. This event will include 16 hours of seminar and training, and 16 hours of exercise opportunities for us to build preparedness collectively. Invitations will be distributed in December.

Port of Portland Triennial (May 18): The Port is hosting their Triennial exercise in May of 2022 to practice a Family Reunification Center (FRC) in collaboration with regional partners. Please reach out to the MCEM Training & Exercise Specialist for additional information.

National Level Exercise (June 13-16): The FEMA NLE is coming to the Pacific Northwest in June 2022. This regional event will allow for regional partners and Federal Government partners to exercise the Cascadia Subduction Zone Earthquake scenario.
