FEMA Releases Guide for Alerts & Warnings
|
|
FEMA released "A Guide for Alerts & Warnings" to help individual and organizations prepare to engage with emergency notifications. This guide also helps emergency managers share important information about 17 different hazard alerts and protective actions. It covers a variety of hazards/situations and includes information on:
- Preparedness actions,
- Protective actions,
- Hazards, and
- Alerts and warnings.

February Damage Assessment Seminar
MCEM hosted our second seminar event of 2022, re-engaging local partners with the 2018 Multnomah County Damage Assessment Plan ( link). This two-hour event shared the purpose, scope, goals, concept of operations, and anticipated next steps related to the current Damage Assessment Plan. Unfortunately this event was not recorded. However we encourage readers to review the following resources to better understand the next steps with this plan:

Anticipated Next Steps (link): This document shares a tiered system of priorities for projects related to this Plan. Tier 1 finds a timeline around 6-18 months. Tier two will be 18-36 months.

FEMA Advanced EM Academy & Master PIO
FEMA is opening the application period for two of their popular training programs:

National Emergency Manager Advanced Academy (NEMAA): The application window is from April 1 - June 1 for two cohorts/offerings beginning the end of 2022 through the Fall of 2023 (Training Announcement), and

Master Public Information Officer Program (MPIOP): The application window is from April 1 - June 1 with the program beginning the end of 2022 through the Fall of 2023 (Training Announcement).

211info creates new Statewide Emergency Management Director role
211info has created a new Statewide Emergency Management Director role and has promoted Kerry Hoeschen to the position. The Statewide Emergency Management Director will lead 211info’s emergency planning, processes, and partnerships to support people throughout Oregon during times of emergency. The creation of this role will enable 211info to work more closely with local, regional and state emergency management organizations to better serve rural, BIPOC, immigrant and other under-represented populations.
Kerry has been with 211info for two years and served most recently as 211info’s COVID-19 Program Manager. She will continue to oversee COVID & Vaccine lines, as well as a team of emergency on-call agents, and help support the Community Engagement Coordinator outreach team. She grew up outside of Seattle and has been an Oregon resident since 2004. Kerry also serves on the Community Health Council Board here at Multnomah County.

ICS-300 (March 1-3): This three-day course is designed for those emergency response personnel who would function in a Command or General Staff position during a large, complex incident or event or personnel who are or would likely be part of a local or regional Incident Management Team during a major incident, whether single agency, multiagency or Unified Command. ICS-400 (March 9-10): ICS-400 provides training and resources for responders who require advanced application of the ICS by providing overall incident management skills rather than tactical expertise. Expanding upon information covered in ICS-100 through ICS-300 courses, ICS-400 emphasizes large-scale organizational development, roles and relationships of the command and general staff, and planning, operational, logistical, and fiscal considerations related to large and complex incident and event management. This course is intended for individuals who will be performing in leadership roles during an emergency response activation. Please email alice.busch@multco.us for registration.

Quarterly Radio Drill (March 8): MCEM will be hosting our 3Q22 Quarterly Radio Drill Tuesday, March 8th from 10:00-10:30. This drill tests processes from the current Multnomah County Tactical Communications Plan. Reach out to robert.quinn@multco.us with questions.

Integrated Emergency Management Course (March 14-17): MCEM is hosting a FEMA IEMC event in March 2022 to bring together partners from around the County to prepare for the Cascadia Subduction Zone earthquake hazard together. This event will include 16 hours of seminar and training, and 16 hours of exercise opportunities for us to build preparedness collectively. MCEM has been coordinating attendance with countywide partners. In-person attendance is limited due to the physical space we are using; however, anyone can register to attend virtually. Catastrophic Disaster System of Medical Care Workshop (April 19th): The Health Preparedness Organization (HPO) is partnering with the MCEM to host an upcoming workshop to:
- Learn about efforts to develop a regional Catastrophic Disaster System of Medical Care Concept of Operations Plan, and
- Learn sector’s expected roles, existing plans, and identify gaps regarding how people will receive medical care within the first 2 weeks following a catastrophic earthquake.

Port of Portland Triennial (May 18): The Port is hosting their Triennial exercise in May of 2022 to practice a Family Reunification Center (FRC) in collaboration with regional partners. Please reach out to Robert Quinn (robert.quinn@multco.us)

National Level Exercise (June & November 2022): FEMA adjusted the scope of the 2022 NLE to fewer days, and only discussion-based exercise events. The MCEM is currently assessing involvement with the June and November FEMA NLE. More information to come.
