Reminder: Important Update from the Executive Office of Health and Human Services: New Reporting Requirements for Municipalities Receiving Opioid Abatement Funds | | |
The Executive Office of Health & Human Services (EOHHS) announced that beginning July 1, 2025, all municipalities receiving opioid abatement funds will be required to submit an annual expenditure report. Under this new requirement, every municipality is required to report its spending regardless of the amount of funding received or the year it was allocated. Prior to FY25, only those municipalities that received $35,000 or more were mandated to report.
According to EOHHS, this new approach establishes straightforward guidelines, which will help ensure consistent reporting across all municipalities. By standardizing the reporting process, EOHHS hopes to create a more effective framework for monitoring the use of these critical resources.
This year, the Massachusetts Department of Public Health’s Bureau of Substance Addiction Services (BSAS) will oversee the management of the annual expenditure report. The report format has been redesigned to simplify the process for municipalities and provide a precise accounting of how opioid abatement funds are used by capturing expenditures at the line-item level.
Municipalities opting to redirect all their opioid abatement funds to the statewide Opioid Recovery & Remediation Trust Fund (ORRF) will not be required to submit this report.

Several resources are available to support municipalities in completing their annual expenditure reports and ensuring they can meet the new reporting requirements.
On August 18, Mosaic and BSAS hosted a webinar to explain the updated reporting process, highlight key changes based on past feedback, and explain how accurate reporting can enhance local fund utilization and transparency in opioid abatement efforts. As with the Commonwealth’s previous opioid settlements, Massachusetts municipalities have the opportunity to participate in these new settlements. Generally, the more Massachusetts municipalities that participate, the more settlement funds will flow to the Commonwealth and its municipalities. If all required municipalities sign on to the agreements, the Commonwealth and its municipalities will receive the maximum amount possible in abatement funds.
Attorney General Andrea Joy Campbell is hosting a webinar on September 4, 2025 about the opportunity. Attendees will learn about the process to sign on to these settlements, and a municipal representative will discuss how prior settlement funds were used to benefit the community.
