Welcome & Municipal Spotlight!

This newsletter is designed to keep you informed and engaged with the latest Mosaic Municipal Training & Technical Assistance (TTA) Program developments. Each edition will include important updates on ongoing programs, upcoming events, and resources available through Mosaic and our partners. We will also highlight an innovative project in our Commonwealth in each edition. We encourage municipalities to actively participate in our initiatives and share their thoughts and feedback. Together, we can strengthen our efforts to combat the opioid overdose crisis and support recovery in our communities.


Our first municipal spotlight is on the Gloucester Ipswich Rockport Opioid Abatement Collaborative (OAC). Together, the three municipalities are providing comprehensive, community-wide access to essential services for individuals in treatment and recovery. Formed in 2025, their ongoing efforts focus on creating an integrated support system that includes transportation assistance, access to supportive housing, dedicated recovery coaching, opportunities for social connections, and anti-stigma education.


The team is currently establishing a centralized referral intake and response system that will enable any community organization to easily connect its clients to the new services funded by the OAC. Additionally, they will soon launch anti-stigma communications, including bus wraps, a comprehensive website, and tabletop displays for events.

Meet the TTA Team

Last fall, RIZE announced the appointment of BME Strategies and the Central Massachusetts Regional Planning Commission as regional coordinators for the Municipal Technical Assistance (TTA) Program. These appointments complete the team, which includes RIZE's own Liz Whynott (Western MA) and Jennifer Tracey (Greater Boston), and Cheryl Sbarra from the Massachusetts Association of Health Boards. This team ensures that all municipalities have a trusted local partner to help develop strategies and solutions for effectively utilizing their opioid settlement funds.

Since Mosaic Municipal TTA launched last July, the team has handled 137 requests from 91 municipalities and intermunicipal groups! 

Sixty-nine Municipalities Receive One-Year Matching Grants to Address Overdose Crisis

RIZE welcomes the second round of municipalities and their nonprofit partners to Mosaic Opioid Recovery Partnership through our Municipal Matching Grant Program. Eighteen applicants, representing 69 municipalities, will receive $1.25 million in one-year matching grants. These grants will fund initiatives that focus on prevention, harm reduction, access to care, recovery, trauma, grief, and family supports. 

Join us! Using Opioid Abatement Funds to Build Effective Peer Support Programs


Municipalities are invited to participate in a virtual event on Wednesday, February 25, from 1:00-2:30 pm to equip them with practical strategies to establish sustainable, impactful peer support programs that reduce overdose deaths, increase treatment engagement, and strengthen community recovery infrastructure.

Coming Soon! How to Shift Your Work with Other Municipalities for Bigger Impact 


The next Municipal Opioid Abatement Learning Opportunity is in April and will focus on municipal leadership and collaboration in action. Through a case study on opioid abatement funding, participants will explore how municipalities shifted internal roles, strengthened cross-departmental collaboration, and moved from siloed efforts to shared accountability to maximize impact.

The Massachusetts Office of the Inspector General issued official guidance outlining how Chapter 30B applies to the expenditure of opioid abatement funds. The guidance clarifies when standard public procurement requirements

apply and highlights key exemptions and options available to cities and towns. Access
