Municipal Revenue Sharing Declaration of Eligibility
On November 15, the Ministry of Government Relations emailed municipalities their unique link and password for the online Municipal Revenue Sharing Declaration of Eligibility Form.
Municipalities are required to report their compliance with eligibility requirements to receive their Municipal Revenue Sharing Grant.
The deadline to submit the Declaration of Eligibility is January 31. A resolution from council is required, so municipalities are encouraged to include the Declaration of Eligibility on the November, December, or January council meeting agenda. A sample resolution is available in the Declaration of Eligibility Guide.
If your municipality did not receive the email with your unique access information, be sure to check your spam/junk folder. If the email is not there, email grcompliance@gov.sk.ca requesting the email be re-sent.

$40+ Million in Joint Funding Announced for 9 Saskatchewan Infrastructure Projects
The Government of Saskatchewan and Government of Canada have announced more than $40 million in joint funding for nine infrastructure projects in Saskatchewan. The projects include the construction of a new community recreation facility in the City of Martensville and the rehabilitation of the community hall in the Resort Village of Candle Lake.
The federal government is investing more than $22.3 million in the projects through the Green, Infrastructure, Community, Culture, and Recreation Infrastructure and Rural and Northern Communities streams of the Investing in Canada Infrastructure Program. The provincial government is contributing more than $17.7 million, and recipients are contributing more than $14 million.

Last ICIP Intake Closes
Next Week
Saskatchewan communities and eligible organizations are being reminded that the final application intake in Saskatchewan under the Investing In Canada Infrastructure Program (ICIP) is closing on November 29.
Applications are being accepted for proposed water, wastewater, and other projects, such as infrastructure that can adapt, resist, or mitigate natural disasters and climate change.

Capacity Building: Webinar on Expanding Renewable Energy Opportunities
While renewable energy power purchasing agreements made by private investments have been booming in Alberta for the last two years, opportunities for similar climate action and economic benefits in other jurisdictions have been limited. However, pressure from stakeholders is starting to shift the dial toward more open and creative market mechanisms to enable private renewable energy purchasing in other jurisdictions.
On November 23 from 11:00 a.m. to 12:30 p.m., the Business Renewables Centre - Canada is hosting the webinar Bright Policies for Renewable Energy Expansion. Deadline for
Saskatchewan Order of Merit Nominations Extended
The deadline to submit nominations for the province's highest honour, the Saskatchewan Order of Merit, has been extended to December 12.
The Saskatchewan Order of Merit was established in 1985 to recognize excellence, achievement, and contributions to the cultural, social, and economic well-being of the province.
Nominees must be current or former long-term residents of Saskatchewan. Any individual or group can submit a nomination, but the nomination must be for an individual, not an organization. Posthumous nominations are accepted within one year of an individual's date of death.

Province Releases Framework to Manage Invasive Species
To help manage the threat and impact of invasive species in Saskatchewan, the Ministries of Environment and Agriculture have released the Invasive Species Framework.
The framework outlines a province-wide approach to managing invasive species, and focuses on four pillars:

Prevent entry of invasive species through education, legislation, and surveillance.

Prevent establishment of invasive species through early detection and rapid response.

Respond to establishment through containment and eradication.
-
Adaptation to established invasive species, when removal is no longer practical, through management planning.

Opportunity to Share How A Federally-Designed Notification Tool Could Assist Your Community
GC Notify is a self-serve notification tool built by the Government of Canada. It currently serves federal teams who want to easily notify their audiences of file updates, news, confirmations, etc. Now the Canadian Digital Service is interested in learning how GC Notify might best serve municipalities.
They are hosting 45-minute interview sessions to learn what kind of value GC Notify could provide for municipal teams. If you are interested in participating please email communications@suma.org by November 30.

Help Select Saskatchewan's Future Medical Students
The University of Saskatchewan's College of Medicine is looking for health professionals and members from the community to volunteer to be an assessor at their 2023 virtual multiple mini interviews or interviewer at their panel interviews.
The virtual multiple mini interviews are happening January 21 and 22, and the panel interviews are taking place March 25. To volunteer, complete the online volunteer form 2023 Assessor and Interviewer Registration Form by December 1. Read more.

SUMA Executive Meets with Sask. Premier to
Discuss Municipal Concerns
Earlier this month, members of SUMA's Executive Committee met with Saskatchewan Premier Scott Moe to discuss hometown concerns.
Topics discussed included:
- A consultation protocol agreement to give municipalities a seat at the table
- The municipal election date
- Mental health and addictions
- Small-urban health services, specifically, issues around on-call pay rates for paramedics and living arrangements while serving in small communities, as well as hospital closures and ambulance blackouts in these communities

Local Government Organizations Launch Resource
for Saskatchewan Educators
To raise awareness and engagement in local democracy, local government organizations in Saskatchewan, including SUMA, have launched a resource to support Grade 4 educators as they teach students about governance.
The resource, Who Governs Us? Who Governs the Land? focuses on governance at the local, community, civic, and provincial levels, including both Métis and First Nations governance structures and K-12 education governance.
Who Governs Us? Who Governs the Land? is a collaboration between SUMA, the Saskatchewan School Boards Association, Saskatchewan Association of Rural Municipalities, Federation of Sovereign Indigenous Nations, and Métis Nation – Saskatchewan. The resource was released last week during Local Government Week.

Applications Open for SUMA's Small Community Support Initiative
The 2023 SUMA Convention and Tradeshow provides municipalities of all sizes with educational opportunities, access to other government officials - both municipal and provincial - and the chance for collaboration. Unfortunately, not all municipalities have the opportunity to attend due to financial barriers. To address those barriers, SUMA launched the Small Community Support Initiative. Through the initiative, communities with populations of less than 150 people have the chance to win complimentary registration to our annual convention.
For 2023, SUMA is offering three municipalities with populations of less than 150 people the chance to send two representatives to Convention 2023 happening April 16-19 in Saskatoon.
Applications are being accepted until January 5. All applications will be reviewed to ensure eligibility before being entered into a random draw. The three successful municipalities will be notified by January 11.

Celebrate Long Serving Employees, Municipal Leaders, and Your Community
Service Awards
Show gratitude to long-serving municipal employees and elected officials by nominating them for the Meritorious and Honorary Service Awards. You can also recognize an individual for outstanding service in municipal government or administration on a local, provincial, and national basis by nominating them for the Scoop Lewry Award. Nominations are due by January 13.
Saskatchewan Municipal Awards - Nominations close Friday
Celebrate the success, innovation, and excellence in your municipality with a nomination for the Saskatchewan Municipal Awards. Awards are presented to the top three overall municipal initiatives that demonstrate innovation and betterment for a municipality. A fourth award for Regional Cooperation is also given out to urban and rural municipalities working together on a cooperative project. Award winners receive a professional video showcasing their nominated project and highlighting their community, an award to commemorate the municipal accomplishment, and recognition at the SARM or SUMA convention. Resolution Deadline is January 31
Resolutions at SUMA's annual convention and tradeshow are one way to get municipal issues in front of provincial decision makers and the media, and help shape SUMA's advocacy. With the annual SUMA Convention and Tradeshow now happening in April, the resolutions deadline is January 31.
