Tarkington Park Outreach Meeting

This is an important time for Tarkington Park. Indy Parks and Recreation recently joined the Lilly Endowment in announcing an $80 million grant to the park system—$3 million of which is slotted towards Phase 2 of Tarkington Park’s master plan. Just a day later, the passing of Indy Steeler’s Coach Nell sent our community into shock and mourning.


Now is the time to revive the conversation around forming a Friends of Tarkington Park group. We want to ensure the park is filled with positive activity and energy for years to come.


We invite those living and working around Tarkington Park to participate in the planning process for a future Friends of Tarkington Park group and the events mentioned above. Please join us on Feb. 15 to discuss how to get involved.

Keystone-Monon Planning Meeting

Residents, business owners, and interested community members are invited to learn about the Department of Metropolitan Development's Certified Plan process and how to get involved in preparing a plan for the Keystone-Monon neighborhood. A hybrid meeting option is available.


Midtown Indy is the convening partner on the plan and is seeking steering committee members. Submit nominations to danita@midtownindy.org.


Once the steering committee is formed, it will specify a governance structure, meeting and communication methods, and voting procedures.

LISC Offers Entrepreneurs Property Acquisition & Improvement Assistance


LISC Indianapolis has opened applications for two assistance programs. The Small Business Facade and Property Improvement Program reimburses business and property owners for up to 90% of a project cost in amounts ranging from $1,000 to $20,000. Any commercial property is eligible, with priority given to applicants located in LISC neighborhoods, with a focus on minority-owned businesses or properties. Deadline for this grant round is March 17.


Additionally, the LISC Indianapolis Real Estate Assistance Fund for Black-owned Businesses provides up to $40,000 to businesses seeking to purchase commercial property or retain their commercial property through capital improvements. Grant assistance is available for eligible businesses approved for a real estate loan from the Indianapolis Community Development Financial Institutions Collaboration. Grants can be applied toward down payments or loan closing costs.

Central @ 29 Receives Tax Credits


Mapleton-Fall Creek Development Corporation partnered with The Community Builders, a real estate developer, to receive $1.2 million in Low Income Housing Tax Credit (LIHTC) towards the Central @ 29 affordable housing project. The LIHTC program incentivizes private developers to fund the construction, acquisition, and rehabilitation of affordable housing communities throughout Indiana. The total cost of the project is estimated at $18.1 million. In addition to LIHTC funding, Central @ 29 also received $750,000 in Development Fund loans and $1.5 million from the Housing Trust Fund. Central @ 29 is expected to produce 56 new units of affordable housing varying from 30-80% of the Area Median Income.

Indianapolis Cultural Trail Seeks Program Partners


Nonprofits, local businesses, and individuals are invited to submit an application for the Indianapolis Cultural Trail’s Call for Interested Program Partners. “Our goal is to have the Indianapolis community help create and shape high quality programming along the Trail,” said Kären Haley, executive director of the Indianapolis Cultural Trail and member of the Midtown Indy board of directors.


A hybrid public information session will take place Monday, Feb. 13 at 3 p.m. for those interested in applying.

As part of the Indianapolis Arts Council’s Art & Soul Festival, Brandon Douthitt and Crystal V. Rhodes will perform on stage while Jamichael Kyng Pollard creates a live painting. Doors open at 5. Tickets are available online.

MCPHD Free Dental Health Clinic for Kids

Feb. 11 | 8 a.m. - 12 p.m. | 1650 N. College Ave.

Marion County Public Health Department is hosting free dental clinics for children ages 1 - 18 during the month of February. Services include exams, X-rays, cleanings, sealants and fluoride applications. Appointments are preferred, but urgent walk-ins are welcome before 10 a.m. Call 317-221-2329 to learn more and schedule an appointment.

Meridian-Kessler All Neighborhood Meeting

Hear from elected officials as well as featured speakers from the Indianapolis Historic Preservation Commission for an introduction of the interim conservation plan for Meridian-Kessler.

  • The Indianapolis Fire Department (IFD) reminds residents that city ordinance requires each home to have one 10-year sealed battery smoke alarm per floor. If you live in the IFD service area, you may request installation of a 10-year sealed lithium battery smoke alarm online.
  • Small businesses can apply for a one-time grant up to $2,500 to install and manage business cameras. The b-link program allows registered security cameras to create a network of livestream video access for IMPD to utilize in the event of a crime or incident in the vicinity. Applications close March 17.
  • The Verizon Small Business Digital Ready platform offers free on-demand business classes, peer networking, and live expert coaching.
  • The Indiana Housing & Community Development Authority's Energy Assistance Program helps pay energy and water bills for those make 60% of the state median income or less.
  • Report street and alley maintenance concerns, missed trash pickup, or animal care concerns via RequestIndy.
  • If you've experienced or witnessed a potential bias-motivated crime, report it to the Marion County Hate Crimes Hotline at (317) 327-5314.
  • Submit traffic complaints including speeding, illegally parked vehicles, and running red lights to IMPD online.

H.C. Tuttle & Bro. introduced 850 lots of land as "Bellaire the Beautiful" in May 1920. The neighborhood has been known for its relative affordability within Indianapolis since its beginnings, with lots originally priced from $150 - $450.


In more recent years, the area was included in the Keystone-Monon Neighborhood Association service territory. Upon learning that KMNA was inactive, neighbors Ivan Holder and Thomas Nemecek formed the Bellaire Neighborhood Association in August 2020. They, along with association administrator Christina Cheeks, held monthly meetings via Zoom during the pandemic to disseminate information and advocate for neighbors in need of help.


"The Bellaire Neighborhood Association is so important to us and the progress in our neighborhood," said President Ivan Holder. "We feel that we have awakened a sleeping giant because we think that by giving the neighborhood the care and attention it needs, it can rise again to be the prestigious neighborhood it once was."
